台灣的平均年降雨量是世界的2.5倍,但同時也是位居世界第18位的缺水國家。在水資源需求與日俱增同時,我們也要面對氣候變遷所帶來「豐愈豐,枯愈枯」的降雨特性,以及水庫選址困難和淤積等困境。我國政府將目光轉移到了地下水庫-伏流水,從2012年著手開發高屏溪伏流水資源,自2015起陸續完工至今,高屏溪伏流水資源也從備用水源逐步變成半常態化使用水源,成為了南部地區重要的水資源。時逢2021年的百年大旱,長達五個月的乾旱成為了高屏溪伏流水系統的首要課題。檢視高屏溪伏流水系統在2021年旱災之成效,為本研究主要目的。
本論文針對高屏溪伏流水在2021年發生的旱災災害管理成效進行研究,採用Yang(2010)<八八水災救災體系之研究>之研究架構,以資訊、動員,以及組織間合作三大自變項,結合效率性及滿意度兩大應變項,組成六個面向:資訊效率性、資訊滿意度、動員效率性、動員滿意度、組織間合作效率性、組織間合作滿意度。本研究採質化研究途徑,以個案研究法進行資料收集與分析,並以文獻分析法、深度訪談法進行深入研究,透過分析高屏溪伏流水系統在旱災救災體系之效率、滿意度來衡量防災成效。
主要探討救災體系,在旱災發生期間,是否發揮應有的成效。高屏溪伏流水有公開的即時資訊系統,可以在第一時間反應水量及水質,使得資訊可以在最短的時間內到達指揮官或首長手中。但即使政府有及時且公開的高屏溪伏流水與水情號誌燈號等相關資訊,民眾接收程度(資訊實際了解程度)不高。高屏溪伏流水資源在災前就有進行及時調度(南水北調),但在災時由於缺水,所以地方之間仍發生搶水爭水,所以水資源的分配仍有很大的爭議。在災時中央與地方政府皆有及時成立旱災應變中心,且每周都進行跨部會、組織的會議,比預期(公開會議記錄)效率更高。然而在地方政府與地方政府、中央政府與地方政府間,儘管有增加串聯頻率,仍存在層級與資源上的衝突。
Despite having 2.5 times more rainfall than the world average, Taiwan is still considered a water shortage country. For this reason, the government has turned to groundwater resources like the Kaoping River Hyporheic flow Resources, which played a critical role during the prolonged drought in 2021. This study aims to evaluate the effectiveness of the drought management system in 2021. Yang’s (2010) three element model was conducted in this study. Three independent variables include information, resources mobilization, and inter-organizational cooperation. Effectiveness, as the dependent variable, includes efficiency and satisfaction. The study utilizes a qualitative research approach, using a case study for data collection and analysis, and in-depth interviews. There are six main research findings. Firstly, the drought warning system was found to be inefficient. Secondly, the government's approach to disseminating information about the Kaoping River Hyporheic flow was found to be passive. The water resources did not satisfy all the needs of stakeholders. Thirdly, resources mobilization was found to be not very inefficient, and local governments were reluctant to provide water resources due to be lack of transparency in specific water demand and allocation information. Fourthly, the competitive relationship between the Kaohsiung City Government and the Southern Region Water Resources Office affected the satisfaction with the Flow of water. Fifthly, coordination mechanisms were too rigid to deal with drought problems. Finally, there were power and politics problems for inter-organizational cooperation. While the government's overall effectiveness in drought management in 2021 is higher than in the past, all six aspects of the drought management system show room for improvement.

Chen and Lee (2021) discussed the impact of climate change on water management in Kaohsiung city. They found that climate change has led to an increase in extreme weather events, such as typhoons and droughts, which have made water management more challenging. The authors proposed several strategies to adapt to these changes, including improving water conservation measures, increasing the use of recycled water, and promoting the use of rainwater harvesting systems.
