Taiwan is surrounded by sea and is increasingly developing coastal tourism projects. A prosperous tourism industry may have negative impacts, and more and more coastal tourism issues are gradually leading to sustainable tourism. Sustainable tourism involves recognizing the interdependence between the environment, communities and the economy. The goal of sustainable tourism is to improve and protect the environment to enhance the quality of life while meeting basic human needs and the needs of contemporary and future tourism. On the other hand, unsustainable coastal tourism can damage the natural environment and society, leading to air, water and soil pollution, destruction of animal habitats, and changes in the cultural identity of local communities. Increased economic activity and natural disasters in coastal areas have combined to exacerbate environmental damage, threatening its sustainability and community livelihoods. Therefore, it is crucial to understand the concepts of resilience and how they relate to ways in which livelihoods affected by natural disasters can adapt and protect in a sustainable manner. This study uses the DEMATEL method to explore the development strategy of coastal tourism and initially formulates 4 aspects and 19 indicators.
