溫室氣體排放造成全球災害頻傳,迫使各國不得不採取減碳措施。近年來許多國家推出碳稅及碳交易系統(ETS),希望藉由碳定價有效達成減碳目標,因此本研究將探討影響碳定價因素為何,透過Germanwatch發佈的氣候變遷績效指標(CCPI),來觀察其所使用的四大評分指標與各國碳價間之關係。四大評分指標,分別為溫室氣體排放、可再生能源、能源使用與氣候政策,實證結果發現,溫室氣體排放分數、可再生能源分數及能源使用分數皆對碳價有顯著關係,碳價高的國家以溫室氣體排放分數高、可再生能源分數高及能源使用分數低的國家為主,推論由於國家以農林環保產業為大宗,且多仰賴可再生能源發電。氣候政策分數對碳價則無顯著關係,推論由於各國減碳目標、經濟結構及社會福利不同,因此對於碳價影響不大。碳定價如今已是國際上當成減碳政策的工具之一,對於減少溫室氣體排放確實有良好的影響,不過由於各國碳價不同,減排效果也會因為價格高低而有所差距,因此在制定碳定價的同時,對於再生能源的發展也須共同努力,希望能夠藉由能源轉型,將對地球的影響降到最低。
Greenhouse gas emissions have frequently caused global disasters, forcing numerous countries to take carbon reduction measures. In recent years, many countries have implemented carbon tax and Emission Trading System (ETS), expecting to achieve carbon reduction targets effectively through carbon pricing. Therefore this study uses Climate Change Performance Index (CCPI) released by Germanwatch to explore the impact of the four major scoring indicators, greenhouse gas emissions, renewable energies, energy use, climate policy on different countries’ carbon prices. The empirical analysis result shows that greenhouse gas emission scores, renewable energies scores and energy use scores have significant relationships with carbon prices. Countries with high carbon prices are countries with high greenhouse gas emission scores, high renewable energies scores, and low energy use scores. We imply that because the countries take agroforestry and environmental protection as their main businesses and rely on renewable energy power. The climate policy score has no significant relationship with the carbon prices. We imply that because of the different countries’ carbon reduction targets, economic structures and social welfares, it has little impact on the carbon prices. Carbon pricing, as one of the tools of carbon reduction policy, does have a great impact on reducing greenhouse gas emissions. However, owing to the different carbon prices in different countries, the reduction effect will also not be the same. Thus, while formulating carbon pricing, we must develop renewable energies at the same time. Hoping to be minimize the impact on earth through energy transition.
