海運的供應鏈具有涉及多個國家的性質,且存在著各式各樣自然環境與人為的風險,自 2019 年來,全球受到 COVID-19 大流行的影響,不僅造成全球經濟大衰退,並對郵輪供應鏈產生前所未有的衝擊 COVID-19 為郵輪供應鏈帶來的巨大問題和挑戰,讓各國政府更意識到郵輪供應鏈風險管理和脆弱性的重要性,因此,為了防止供應鏈中斷的蔓延,並能在中斷後回到正常運轉甚至是更佳化運轉,解決不確定性的增加、脆弱性和不可預見的供應鏈中斷,郵輪供應鏈需要更好的韌性,建構更好的供應鏈風險管理,而實現供應鏈韌性的概念是必要的。本研究目的為從質化研究中識別出有效的供應鏈評估準則並建構在不確定性下理論的層級框架,應用模糊德爾菲法驗證郵輪產業供應鏈韌性措施的可靠性,並消除無效和不必要的評估準則,應用決策實驗室分析法,去除專業人員對質化研究的主觀偏好,確定有效評估準則,最後經評估準則之間的因果關係中建立層級關係。本研究結果針對郵輪供應鏈提出層級架構,擴展當前文獻並確定郵輪供應鏈韌性之實踐,而提供在日後受到重大衝擊後的恢復計畫之參考,提升供應鏈風險管理與韌性的展現,舒緩且降低郵輪供應鏈的動盪。
The nature of maritime supply chain that being transnational and involving numerous organizations caused high exposure toward various natural and human made risks. The world has been affected by the COVID-19 pandemic since 2019, its not only caused a global economic recession, but also caused a great impact on cruise industry. The supply chain has had an unprecedented impact. The huge problems and challenges brought by COVID-19 to the cruise supply chain have made governments more aware of the importance of risk management and vulnerability of the cruise supply chain. Therefore, in order to sustainably survive, the better supply chain resilience in required within the cruise industry. The purpose of this study is to identify effective supply chain attributes from qualitative research and construct a theoretical and hierarchical framework under uncertainty, apply Fuzzy Delphi method to verify the reliability of cruise industry supply chain resilience measures, and eliminate invalid and Unnecessary attributes, apply the Decision-Making Trial and Evaluation Laboratory(DEMATEL) method to remove the subjective preference of professionals in qualitative
research, determine the effective attributes, and then establish a hierarchical model from the causal relationship of the attributes. The results of this study propose a framework model for the cruise supply chain, expand the current literature and determine the practice of the resilience of the cruise supply chain, and provide a reference for recovery plans after major shocks in the future, improve supply chain risk management and resilience, and ease the decline.
