近年來在政府各項政策推廣、以及都市市容老舊的情況下，各地的重劃區如雨後春筍不斷成立。本研究的目的是比較老舊社區和新式重劃區之間的消防風險，從建築物特性、建築法規、街道分布、消防栓水源、位於重劃區和老舊社區消防分隊的救災上的實際情況，探討其原因和差異，並諮詢第一線消防人員各項意見，從而提出相應的防範措施，有效運用現有的消防人員、車輛及配置，以提高搶救效率。
重劃區因新型建築形態，火災不易發生但是高樓搶救困難，需要完整的消防設備才行；老舊社區因當時街道規劃缺失，有先天不良的交通動線、也存在線路老舊的問題；同時各權責單位應設立共同的救災資訊整合方式，方能解決當前各行政單位無隸屬之亂象。希望以各機關的整合，能有效提升老舊市區的火災搶救效率，進而保障民眾生命財產安全。

In recent years, with various government policies promoting urban redevelopment and the aging urban landscape, numerous reconstructed areas have emerged. The purpose of this study is to compare the fire risks between old communities and newly reconstructed areas, including building characteristics, building regulations, street distribution, fire hydrant water supply, and the actual disaster response of fire brigades. The study aims to identify the reasons for the differences and gather feedback from frontline firefighters to propose corresponding preventive measures, with the goal of effectively utilizing existing firefighting personnel, vehicles, and equipment to improve rescue efficiency.

The findings reveal that reconstructed areas are less prone to fires due to their modern building structures, but may pose challenges for high-rise building rescue due to their height. Adequate firefighting equipment and facilities are necessary in such areas. On the other hand, old communities may have poor street planning and outdated infrastructure, leading to difficulties in traffic flow and outdated utility lines. In addition, the lack of integrated disaster information management among various responsible agencies further complicates the situation. It is crucial to establish a coordinated approach among different administrative units to effectively enhance firefighting and rescue efficiency in old communities and ensure the safety of lives and properties of the public.
