 建軍以人才為本,因應新一代兵力成軍及後備部隊編成,如何爭取高素質人力資源,為當前戰備重要議題,秉持精益求精的理念,縝密擘畫各項工作,著重點兵力補充、人才招募與軍事教育等方面,並透過鼓勵公餘進修、推動外語教育與健全內部管理,使國軍戰力與素質穩定提升,21世紀為資訊爆炸的時代,隨著科技發展日益精進,諸如報紙、電視、網路等各類型的傳播媒體逐漸深入我們的日常生活,針對各行各業之薪資福利、工作環境以及後續職涯之發展甚至是退休後的保障都會漸漸地潛移默化地影響著我們的認知、思想及觀念形成,進而影響從軍意願;本研究試圖透過訪談調查與文獻回顧歸納出4個國軍招募驅動構面,其中包含薪資福利構面、工作環境構面、職涯發展構面及退休保障構面,另依4大構面細分16個評估準則,進而探究國軍招募驅動要素,並引入滿意程度與重要程度之影響重要分析(Desire Importance Analysis,DIA),找出高滿意與高重要之關鍵國軍招募驅動力指標,並進一步透過網路關聯圖(Network Relation Map, NRM)分析來找出國軍招募驅動要素指標間之相互影響關係,並進一步找出關鍵之國軍招募驅動要素,希望透過本研究模式的導入能夠為國軍招募驅動要素有進一步的瞭解,並有助於提高國軍招募成效,進而補充國軍所需人力。
Building a military relies on talentedindividuals. In order to meet the needs of a new generation of militarypersonnel and the formation of reserve forces, it is crucial to attracthigh-quality human resources. With a commitment to continuous improvement,meticulous planning is essential to focus on areas such as force replenishment,talent recruitment, and military education. Encouraging civilian education,promoting foreign language education, and enhancing internal management arealso emphasized to enhance the combat capabilities and quality of the armedforces. In the information-explosion era of the 21st century, various types ofmedia such as newspapers, television, and the internet have gradually becomedeeply embedded in our daily lives. This study attempts to summarize fournational military recruitment driving aspects through interview survey andliterature review, including salary and welfare aspects, work environmentaspects, career development aspects and retirement security aspects. Inaddition, based on the four major aspects Break down the 16 evaluation criteriato explore the driving factors for national army recruitment.
 Itexplores the elements of military recruitment drivers and applies DesireImportance Analysis(DIA) to identify key indicators with high desire andimportance. Furthermore, a Network Relation Map (NRM) analysis is conducted toexamine the mutual impact relationships between indicators of militaryrecruitment drivers, ultimately identifying the crucial elements. It is hopedthat through this research model, a deeper understanding of militaryrecruitment drivers can be achieved, contributing to enhanced recruitmenteffectiveness and the fulfillment of the military's personnel needs
