This thesis addresses the imperative need for effective Artificial Intelligence (AI) implementation within the German public sector, aiming to establish a comprehensive framework for the evaluation, steering, and monitoring of this process. Amidst the transformative force of AI, this thesis explores into foundational insights, highlighting its evolution, disruptive characteristics, and recent exponential growth. Despite Germany's high AI preparedness, its adoption within organizations, particularly in municipalities, remains low. Therefore, the aim of the thesis is to develop a practice-oriented maturity model tailored to the unique challenges of AI integration in German municipalities, with a focus on responsible AI deployment. The resulting model comprises six dimensions, several subdimensions, and five maturity levels, which provide municipalities with a structured approach to becoming AI-enabled organizations by offering recommendations for further AI usage based on their current capabilities. The development procedure includes a literature review, qualitative surveys with public sector and AI experts, and an iterative development process.
