本論文探討電子收費系統在東南亞開發中國家的發展趨勢，聚焦於泰國。由於泰國政府對於提升交通管理效率和促進區域經濟發展的需求，電子收費系統被認為是一個有效的解決方案；本研究分析泰國對電子收費系統的需求，並探討泰國政府在推廣此系統過程中的政策、措施和面臨的挑戰。本研究採用質性研究方法，評估影響泰國電子收費系統發展的政治、經濟、社會、科技、環境及法律等外部因素，並分析泰國電子收費系統發展的優勢、劣勢、機會與威脅。研究結果顯示，泰國政府在推廣電子收費系統方面的政策與措施，包括法規制度、投資政策、技術標準及財政支持等。此外，研究還分析了政府在推動電子收費系統普及過程中面臨的挑戰和困難，如技術問題、法律障礙、利益相關者的衝突、社會接受度低以及營運風險等，並提出相應的對應策略。研究結果表明，電子收費系統在泰國具有廣泛的發展潛力，可以有效提升交通管理效率、減少擁堵、降低運輸成本、促進區域經濟發展和改善環境污染。借鑒台灣等成功案例的經驗，並結合泰國實際情況制定適合的策略和計畫，泰國有望在電子收費系統的推廣中取得顯著成效。本研究提供了泰國電子收費系統發展的全面分析，強調了政府政策的支持和社會廣泛接受度是推動電子收費系統成功的關鍵因素。泰國政府應加強政策制定和執法強度，推動相關基礎設施建設，並鼓勵社會各界參與，共同推動電子收費系統的普及和應用。

This thesis examines the development trends of electronic toll collection (ETC) systems in Southeast Asia, focusing on Thailand. Motivated by the Thai government's need to enhance traffic management and regional economic growth, the study analyzes the demand for ETC systems and the policies, measures, and challenges involved in their promotion. Using qualitative research methods, the study evaluates the political, economic, social, technological, environmental, and legal factors affecting ETC development in Thailand. It identifies government policies such as regulatory frameworks, investment policies, technical standards, and financial support, along with challenges like technological issues, legal barriers, stakeholder conflicts, low social acceptance, and operational risks. The findings indicate that ETC systems in Thailand can improve traffic management, reduce congestion, lower transportation costs, promote economic development, and mitigate environmental pollution. By learning from successful examples like Taiwan and tailoring strategies to Thailand's context, significant progress can be made in ETC system adoption. The research underscores the importance of government policy support and social acceptance for the successful implementation of ETC systems. It recommends that the Thai government strengthen policy enforcement, build infrastructure, and encourage societal participation.
