本研究採以模糊層级分析法(Fuzzy Analytic Hierarchy Process)探求建立探討影響港口經管單位，其設置遊艇碼頭之區位、規模、泊位形式、數量、相關設施等之重要關鍵因素與決策評估模式，藉由參考相關文獻以及向專家學者之調查，將影響決策之因素分為4大構面及17項評估準則，以專家問卷方式針對公部門、交通工程顧問公司等受測者代表群，應用FAHP法分析架構中每一準則項之相對權重，根據分析結果提出建議，以供港口經管當局未來對遊艇碼頭設置之參據，協助帶動整體遊艇產業，促進遊艇相關產業生態鏈蓬勃發展；研究結果顯示，「營運管理」構面為最重要，其次為「環境設施」，而後為「港址條件」及「公部門政策與法規」，表示優化遊艇碼頭營運管理之作為能有效改善遊艇碼頭服務品質及功能建置，而「港池靜穩度」準則於整體而言，是最優先重要執行之改善推動方案；本研究之結果遊艇碼頭經管相關單位/產業提供管理上之意涵，及作為政策規劃之參考。

This study employs the Fuzzy Analytic Hierarchy Process (FAHP) to explore and establish the key factors and decision evaluation models that influence the port management units in setting up yacht marinas, including location, scale, berth forms, quantity, and related facilities. By referencing relevant literature and conducting surveys with experts and scholars, the factors influencing decisions are categorized into four major dimensions and 17 evaluation criteria. Using expert questionnaires targeted at representatives from the public sector, transportation engineering consulting companies, and others, the FAHP method is applied to analyze the relative weights of each criterion in the framework. Based on the analysis results, recommendations are made to serve as a reference for port management authorities in future yacht marina setups, helping to drive the overall yacht industry and promote the thriving development of the yacht-related industrial ecosystem.

The study results indicate that the "Operations and Management " dimension is the most important, followed by "Environmental Facilities," "Port Conditions," and "Government Policies and Regulations." This suggests that optimizing the "Operations and Management " of yacht marinas can effectively improve the service quality and functionality construction of the marinas. Among the criteria, "Harbor Tranquility" is the most critical and prioritized improvement initiative. The findings of this study provide management implications for yacht marina management units/industries and serve as a reference for policy planning.
