索引典為一種表達字詞間等同關係、階層關係與聯想關係的辭典工具，藉由詞彙欄位與入口詞之結合以呈現某一領域的內容體系，功用在於儲存與提供標準化的詞彙，並可適度引導使用者連結至相關敘述語，以了解某一概念之主要意涵。淡新檔案是目前唯一現存較完整之清治時期台灣北部府縣廳檔案，包括清代台灣淡水廳、台北府與新竹縣之行政、司法、經濟、社會、農務等資料，其中行政篇另涵蓋機關間之各種公文往來，以及鄉保行政與民事糾紛等事務，呈現當時地方政府公務行政之具體實例，並提供清代台灣基層官府與民間的互動情形。本研究主要目的為利用索引典形式以呈現淡新檔案內容，蒐集文件詞彙並設計各種詞彙類別與詞間關係欄位以簡單表達出文件中之人事時地物，以提供史學者另一種閱讀淡新檔案的途徑。
本索引典首先設計人名、官名、官府名、關鍵詞、年代、地名六種詞彙類別，由研究者詳讀淡新檔案全文後，擷取詞彙並記錄詞間關係，經整理列表分析後，另增加案件主題與文書格式兩種詞彙類別，而後延請五位歷史系所學生重新進行研究者之擷取詞彙工作，核對先前所蒐集的詞彙，並利用字辭典、方志史書、職官表等工具書來過濾詞彙以選擇敘述語。詞彙蒐集完畢後依照詞彙類別歸類，再比對之前所記錄之詞間關係，設計各類別之詞間關係欄位並建立詞間關係，最後訂定詞彙層級與顯示格式，以建立索引典雛型。
為了解本索引典雛型之缺失，本研究邀請實際使用淡新檔案之史學者，利用瀏覽索引典方式請受訪對象檢閱索引典以說明對詞彙與詞間關係的意見，並提供欠缺之相關詞彙以加強本索引典之詞彙質量與結構。訪談對象包含兩位台大教授與一位中研院助理研究員，其評論大多集中在官名、官府、關鍵詞類別。整理分析訪談結果後，研究者進一步修改詞彙、詞間關係與顯示格式，以建立淡新檔案行政篇索引典。
本研究共擷取6738個檢索詞彙，歸納出人名、官名、官府名、案件主題、關鍵詞、年代、地名、文書格式八種詞彙類別，人名包含31種詞間關係欄位，2945個檢索詞彙；官名之文武職稱部分共8種欄位675個入口詞，官銜3種欄位28個詞彙，官品與全銜皆為2種欄位，前者計40個詞彙，後者則具251個入口詞，合計994個檢索詞彙；官府名包括7種欄位208個詞彙；案件主題則共9種欄位66個詞彙；關鍵詞類別另分工務、司法、交通、行政、災害、身分、契約、軍務、教育、祭祀、番務與經濟等12個主題項，一般關鍵詞部分包括6種欄位，團體名稱方面則包含19種欄位，共計1067個入口詞；年代共4種欄位，計243個詞彙；地名包含7種欄位1100個入口詞；文書格式共5種欄位115個檢索詞彙。
綜合前述研究所得，本研究試圖提出五點建議，希冀對日後發展索引典有所助益：一、確立中文的索引典建立標準；二、設計中文索引典編製軟體；三、紙本與線上索引典的相互配合；四、索引典與實際系統相結合；五、中文電腦造字技術應配合古文書用語。另提出四項進一步研究之建議以供參考：一、建立完整之淡新檔案索引典；二、採用半自動索引方式來建立淡新檔案索引典；三、建立雙語索引典（bilingual thesaurus）；四、建置其他古文書之索引典。
