越來越多企業是屬於酢漿草組織,有些企業在運用多樣化人力下並未提升企業競爭能力,有的更是對企業有負面的影響,到目前為止,正式人員、彈性人員與業務外包人員之配置的議題卻沒有太多相關的研究,更缺乏將這些人員納入一起考量的探討,因此,本研究乃以酢漿草組織企業中的人員配置情境,分析交易成本及資源需求做為使用內部勞動市場或是外部勞動市場員工的考量因素;本研究針對人力資源部門人員進行訪談,並輔以書籍、文件、檔案等次級資料收集的方式,進行個案研究分析。依據所得資料,綜合現有理論與實證的文獻相互分析比較,本研究結論如下:
一、在交易成本與資源需求高的情境下,企業在人員的配置傾向上乃是以正式人員為主。
二、在交易成本與資源需求低的情境下,企業在人員的配置傾向上乃是以業務外包為主。
三、在交易成本高與資源需求低的情境下,企業在人員的配置傾向上乃是以彈性人員為主。
四、在交易成本低與資源需求高的情境下,企業在人員的配置傾向上乃是以彈性人員為主。
More and more enterprises are transforming to “the shamrock organization”. However, the utilization of diversified human resources do not improve some enterprises’ competitive abilities, and even cause negative influences to some enterprises. However, so far there are not only few attempts to investigate the personnel allocation issue of professional core, flexible, and contracted employees, but also lacking a holistic consideration of all these employees as a whole in personnel allocation. The purpose of this study is to analyze transaction cost and resource demand considerations in internal or external personnel allocation by utilizing the employee classification (professional core, flexible, and contracted) from the shamrock organization. The research method of this study was a qualitative method by case study. Interviews were done with HR department personnels and secondary sources including books, documents, and files were collected in order to analyze the cases. The results of the study were listed below:
1. Under the situation of high transaction cost and resource demand, enterprises’ tend to utilize professional core employees in personnel allocation.
2. Under the situation of low transaction cost and resource demand, enterprises’ tend to utilize contracted employees in personnel allocation.
3. Under the situation of high transaction cost and low resource demand, enterprises’ tend to utilize flexible employees in personnel allocation.
4. Under the situation of low transaction cost and high resource demand, enterprises’ tend to utilize flexible employees in personnel allocation.
