根據COMPAS實證之結果，日本進口之不銹鋼條桿在傾銷期間，對我國產業不論在產量、銷量或是價格方面皆造成重大之衝擊，例如我國產品為與傾銷進口國之商品競爭，也降低售價出售，使其無法與成本達到相符，且因日本貨品占國內市場之市場占有率超過5成，國內廠商之產能皆無法充分利用，設備利用率相當低，只有接近10%，故對廠商之獲利產生重大的影響，因此確實有其課徵反傾銷稅之必要性。

Under the global trading environment, the market is getting opener than before. Some countries utilize dumping strategies to compete with their peers and it hurt the domestic industries of importing countries. However, under the regulations of WTO, the identification of industry damage is not definite. In addition, the index for evaluating industry damage is not same between countries. As a result, it incurs lots of controversies. One method developed by American International Trading Committee is commercial policy analysis system. (Acronym: COMPAS)

According to the practical experiment of COMPAS, the dumping of Japanese stainless steel had huge impact on the output, turnover and price of Taiwanese domestic market. For instance, in order to compete with other countries, we reduce the price of our products. Eventually, the prices we offer is under the manufacturing cost and suffer losses. In addition, Japanese products have over 50% market share, it causes the capacity of our domestic companies could not be fully utilized. The capacity utilization rate is only 10 percent and it influences the profitability of our local companies. Therefore, it is necessary to levy anti-dumping tax.

After levying anti-dumping taxes, the output, importing sales and price of the stainless steel escalates dramatically. The policy improves the market share of our domestic products. It proves that the anti-dumping policy benefits domestic market.
