回顧近年研究,政治技能已成為理論及實務的焦點。過去的研究發現,領導者政治技能對於團隊績效、工作績效以及人際互動皆有正面的效果。然而,亦有研究建議政治技能對於名譽以及信任有正向的影響。本研究根據過去學者對於政治技能的定義,驗證政治技能與信任之間的關係。其次,本研究另探討領導者名譽以及主管與部屬溝通頻率在領導者政治技能與部屬信任之間的關係。
本研究對象為高雄市政府共145個單位,發放問卷共750位主管以及2250位部屬,回收共214位主管以及566位部屬,配對成功的主管與部屬樣本為110份,問卷回收率在主管部分為29%以及部屬部分則為25%。研究結果顯示,首先,領導者政治技能對於領導者名譽有正向影響,而對部屬認知型信任、情感型信任以及溝通頻率則無影響。其次,領導者名譽對於部屬認知信任無顯著影響,而溝通頻率對於認知型信任以及情感型信任皆有正向影響。最後,領導者名譽在領導者政治技能及部屬認知型信任中不具有中介效果,而溝通頻率在領導者政治技能與部屬信任之間亦無具有中介效果。
In previous researches, political skill has been the focus of theories and practices. It is found that leader political skill has positive effects on group performance, work performance and human interaction. The research is based on the definitions of political skill, which were made by previous scholars, to examine the relation between political skill and trust. Secondly, between leader political skill and subordinate trust, the research also explores leader reputation and the communication frequency between superintendents and subordinates.
The subjects of the research are the 145 units of Kaohsiung City Government. Questionnaires are sent to 750 supervisors and 2,250 subordinates. 214 supervisors and 566 subordinates have responded. The matched samples are 110. The ratios of response are 29% and 25% in superintendents and subordinates respectively. First, the result of the research shows that leader political skill has positive effects on leader reputation, but no effects on subordinate cognition-based trust, subordinate affection-based trust and the communication frequency between supervisors and subordinates. Second, leader reputation doesn’t have positive effects on subordinate cognition-based trust, whereas the communication frequency has positive effect on subordinate cognitive-based and affect-based trust. Lastly, leader reputation does not have mediate effects between leader political skill and subordinate cognition-based trust, whereas the communication frequency does not have mediate effects between leader political skill and subordinate trust.
