近年來台灣產業環境變遷以及產業競爭加劇,傳統的人力資源管理模式已無法處理現今面對的挑戰與複雜的變遷。人力資源管理的角色定位已有重大的改變。人力資源管理已從過去後勤支援功能,轉變成用以協助企業達成目標的策略性人力資源管理的角色。本研究採策略性人力資源管理觀點,輔以人力資本、創業精神的策略角度,來進行台灣新創企業績效的研究。探討實施高績效人力資源管理實務的企業是否真的能刺激員工更具有彈性及工作動力來厚植人力資本引導員工的創業精神進而提升其企業創業績效。
本研究以中小企業主及人力資源主管為研究對象,本研究共發放900份問卷,回收171份有效問卷,回收率19%,並透過SEM來驗證研究變項之影響關係。
實證結果顯示高績效人力資源管理實務會正向的累積人力資本及引發創業精神。而中小企業主或高階團隊的人力資本累積會正向提升創業精神及創業績效,同時發現高績效人力資源管理實務並不會直接影響組織績效,而是必須透過人力資本及創業精神的中介效果方能提升創業績效,間接釐清了過去有關人力資源管理系統與組織績效關係方面的研究之歧見。這也顯示具高績效人力資源管理實務的中小企業會影響鼓勵、促進創業行為,並且因而在動態競爭環境中,企業的人力資源系統將會更彈性更快速回應環境需求,進而正向提升創業績效。
In recent years, the macro environment posture changed drastically in Taiwan. In the meantime, the Human Resource Management (HRM) concepts and practices just shift from operational model to managerial model and then transformed to strategic model.
The aim of this paper is to examine the effects of high performance human resource practices (HPHRPs), human capital, entrepreneurship, and entrepreneurial performance by Small & Medium Firms in Taiwan. Through empirical research, 171 effective surveys were received from managers of small and medium enterprises, using a use SEM method and nested-model analysis. The results indicate that human capital, entrepreneurship have significant effects on entrepreneurial performance. Additionally, another important finding of this research is that the impact of HPHRPs on organizational performance is not direct but mediate effect through human capital and entrepreneurship. The management implications for Taiwanese Small & Medium Firms are also discussed.
