關稅與配額政策下本國廠商之最適品質

摘要
本文設立一個兩國兩廠商的進口模型,並利用垂直產品差異化模型分析本國政府實施進口關稅與配額政策對本國廠商最適品質的影響,進而討論在最適品質下關稅與配額政策的價格與福利比較。若本國為低品質廠商,則本國廠商在關稅政策的最適品質水準會較配額政策高;配額政策下本國商品的價格較低,外國商品的價格較高。反之,若本國為高品質廠商,則本國廠商在配額政策的最適品質水準會較關稅政策高;配額政策下本國商品與外國商品的價格均較關稅政策高。以福利而言,關稅與配額政策下的福利水準呈現含糊不清的影響,所以關稅政策下的本國福利水準可能較高,亦可能配額政策時較高,但從趨勢中得知隨著關稅率的嚴苛,配額政策下的本國福利會漸漸地較關稅政策高。因此價格與福利均等性不成立。

品質投資成本、貿易政策與進口品質之分析

摘要
過去探討從量關稅與配額政策下廠商品質決策的理論文獻主要有Herguera et al. (2000) 與 Das and Dannenfeld (1989),前者假設兩廠商的品質投資為固定成本並分別選擇其產品品質與產量,後者則設定兩廠商的品質投資為變動成本類型並同時決策產品品質與產量,單就進口品質而言,前者得到配額下進口品質較高,後者則在關稅政策時進口品質較高,二文之結果完全相左,其可能為廠商品質投資之類型或賽局結構所造成。由於貿易政策的實施會首先衝擊進口品質,且面對之進口品質可能高於或低於國內品質,因此本文利用垂直產品差異化模型架構且考慮廠商品質投資類型,分析貿易政策對進口品品質與國內外價格之影響,結果發現在給定配額政策的進口量為關稅政策時的進口水準下,無論進口品質較國內品質高或低,若廠商之品質提升成本型態較傾向於變動 (固定) 類型,則配額政策下之進口品質與進口價格皆較關稅政策高 (低),因此廠商之品質提升成本型態是貿易政策影響進口品質變化之主要因素。
