台灣在1980 年代曾是世界第一大自行車出口國,並有著自行車王國的美名。然而
1990 年代開始,面臨中國大陸崛起與大環境不佳的衝擊下,基於產業空洞化的危機感,
由巨大及美利達結合志同道合的零組件廠組成複合型學習聯盟─「A-Team」。藉由聯盟
的治理機制,促進成員間共同學習、凝聚向心力並增進聯盟內的網絡關係,藉由眾人的
力量提升台灣自行車業的體質與競爭力。
由於自行車產業特性是網絡結構鬆散,彼此依存度不高。兩家具有競爭關係的成車
廠,如何率先合作,號召原先依存度不高的零組件廠加入A-Team,聯盟內的網絡關係
扮演了很重要的角色。回顧「聯盟」、「協力網絡」及「網絡關係」相關文獻,探討複合
型學習聯盟內的治理機制如何促進網絡關係變化、如何變化以及是否使成員間的連結關
係變緊密。
本研究發現,透過A-Team 的運作,使零組件廠與成車廠間的連結關係變的更為緊
密,成車廠間也從以往互不往來的競爭,逐漸建立起合作的連結。此外,藉由A-Team
治理機制的運作,的確有助於網絡關係的發展,尤其是短期可感受到成效的組織間學習
機制最有助於網絡關係發展。同時觀察到,A-Team 內的認同與合理信任很高,但競爭
的本質關係還是存在,因此關係信任上的發展並不顯著,說明關係發展有其極限存在。
