「不在籍投票」，指的是選民於投票日當天受到某些特殊因素的限制，「不方便」或「無法」到指定之投票所投票，而向戶籍所在地的機關申請以其他合法方式行使投票權利的一種制度。我國曾經在1991年時探討不在籍投票以及選舉投票制度的討論，在當時因為種種原因所以未能實施。直到2000年我國才又對不在籍投票感到興趣。
從美、英、日三國所施行的不在籍投票歷程，以及我國目前的現狀做一個研究，最後從訪談及公聽會中分析我國施行不在籍投票各種類型及對象部分，最後探討內政部規劃我國可能施行的不在籍投票方式、以及所施行的對象。
在2012年，我國將可能實施不在籍投票，行使方式為移轉投票，移轉投票適用對象包括1、選務人員；2、警察；3、軍人；4、矯正機關受刑人；5、身障人士；6、在外工作者與求學生。然而其他不在籍投票方式，並非不適用。而是先使用一個適合我們目前的方式，再慢慢研究其他方式的可行性。

"Absentee voting", referring to the voters in the polling day by special factors, "inconvenient" or "not" to the designated polling stations to vote, apply to the domicile of the authority in other legal ways to exercise their voting the rights of a system. In 1991,we ever discuss of absentee voting and voting system. At the time, it is not implementation. Until 2000,we still discuss this issues.
From the United States, Britain and Japan had implemented the Absentee Voting process, and our current situation to do a study, and finally from the interviews and public hearings in the analysis of the implementation of the Absentee Voting section of various types and objects. Finally, discuss the possible implementation of Taiwan''s Ministry of the Interior Planning, voting, and the subjects are.
In 2012, Taiwan will be the implement absentee voting for the transfer of the exercise of voting, which included a transfer of voting for, 1,election officials; 2, police; 3, the military; 4, correctional institution inmates; 5, Disabled persons ; 6 out workers and seek student. However, other absentee ballot, not applicable. First, they use a form suitable for our present, and then slowly study the feasibility of other methods.
