基本工資政策牽動勞動市場供需情況,且對私部門的就業者薪資所得產生影響。基本工資政策主要是保障私部門就業者最低基本薪資所得水準,然而,基本工資調整次數並不多見,1990年至2010年,只有兩次調整。分別是在1997年10月調整基本工資為每月15,840元,此調整距離前次調整已有10年;而十年後的2007年7月,基本工資再度調整為17,280元。私部門的工資調整緩慢,相較於公部門的薪資調整而言,是否能藉由基本工資調整,有效縮小公私部門的薪資差距,此為本文所探討的重點。簡言之,本文主要探討基本工資調漲對公私部門薪資差距是否能縮小,並比較這兩次基本工資調漲的成效差異。
本文使用台灣地區行政院主計處自1994年至2010年所做的台灣地區人力資源調查暨其附帶之人力運用調查資料,並以歷年基本工資資料檢視其發展趨勢,採用「差異中之差異」法(difference-in-difference)進行分析。實證分析結果顯示,1997年和2007年的基本工資調整政策未能有效改善公私部門的薪資差距,反而造成擴大差異,表示私部門調整工資步調過於緩慢,而有工資僵固之虞。比較兩次基本工資調漲政策上,發現兩次調整中,1997年工資調整後,因近幾年來大環境情況不佳,導致實施此次基本調整皆無顯著效果,加上1992年就業服務法通過並開始引進外勞,而雇主為了節省成本,大量雇用外籍勞工。而在2007年工資調整後,受到全球金融海嘯的衝擊影響,物價膨脹日益嚴重。只在年齡層20歲以下的政策有顯著縮小公私部門薪資差距,表示青少年兼時的勞工有實質提升工資的效果。儘管政府努力維持基本勞工水準,但在近幾年來,台灣整體的工資結構仍呈現衰退的情形。

This study employs the difference-in-difference method to analyze the effects of minimum wage adjustments on the wage gap between the public and private sector. The data of Taiwan’s Manpower Utilization Surveys from 1994 to 2010 was used. The empirical results show that the policies of minimum wage adjustment could not effectively reduce the wage gap between the public and private sector in 1997 and 2007. The minimum wage adjustment policies were in vain. As far as the subsample was concerned, the results show that the policies of minimum wage adjustment could not reduce the wage gap between the public and private sector in the groups with low level of education and older workers. These results imply that the wage adjustments of private sector were slow. There was a risk of wage rigidity.
