聯合國預測到2015年為止，全球極端貧困的人數將超過10億人，在這之中有7億人是女性，因此消除貧困是全球面臨最大的挑戰，儘管研究指出創業方案對於消除貧困有顯著的改善，但台灣對於創業方案的成效評估仍不足。A基金會推動弱勢婦女協創方案後，弱勢婦女能透過創業方案來改善生活貧困的問題。故本研究使用社會投資報酬率（SROI）做為評估工具，透過深度訪談創業方案參與者，了解該方案實施於參與者身上之成效，以及參與者家人和A基金會等利害關係人所產生之變化，進而了解創業方案所產生之社會影響力，並評估該影響力所帶來之社會效益。
研究結果指出（1）創業方案經濟成效較不顯者；（2）強化創業方案的關鍵在創業年數與收入；（3）有經濟收入與照顧親友是創業方案的社會影響力；（4）創業方案應長期追蹤方能完全呈現投資成果。同時，本研究建議A基金會應持續發展各類扶助方案社會投資報酬率之績效評估。

The United Nations predicted that by 2015, the number of extreme poverty worldwide will more than one billion people, in which there are 700 million people among women, thus eradicating poverty is the greatest challenge facing the world, even though research indicates that entrepreneurship program for the elimination of poverty there are significant improved, but Taiwan to assess the effectiveness of entrepreneurship programs is still insufficient. After A Foundation Association for a program to promote disadvantaged women, vulnerable women living in poverty problem can be improved through the entrepreneurship program. Therefore, this study used the social return on investment (SROI) as an assessment tool, entrepreneurship program participants through in-depth interviews, to understand the effectiveness of the program implemented in the body of the participants, as well as family and A Foundation participants arising from interested parties changes, and thus understand the social impact of entrepreneurship programs arising and assess the social benefits brought about by the force of the impact.
The study concluded that (1) entrepreneurship programs were less pronounced economic performance; (2) the key to strengthening entrepreneurship programs and the number of years in business income; (3) income and take care of family and friends is the social impact of entrepreneurship programs;
(4) Entrepreneurship programs should be long-term in order fully rendered tracking investment results. At the same time, the present study suggests that A Foundation for Sustainable Development should evaluate the performance of various types of social investment rate of return support program.
