近年來,隨著互聯網的盛行、大數據的崛起,以及眾多新科技的出現,創新已成為各國政府與企業最重要成長指標,根據統計台灣中小型新創企業家數逐年遞增,但失敗率卻高居不下,而且台灣也培養不出高價值的新創獨角獸,本研究有鑑於此,試圖找出台灣中小型新創企業面臨的問題點,以提高其成功率。
本研究以個案研究法,選擇一家成立不到兩年的中小型新創企業進行問卷調查與深入訪談,透由外部環境、創業家特質與行為及新產品專案流程三大面向由外而內來探討其與一家新創企業的成與敗關係。將關卡模型加入商業模式圖的九大關鍵因子予以模型整合,本研究認為新創企業在進行產品專案流程的同時,須規劃商業模式架構。
最後本研究根據實際結果提出對政府與個案公司的建議如下:
1. 中央政府應整合各部門、地方政府、學術機構、民間組織、民間企業的資源、資金、人才、訓練等,建立一套清楚且完整的支援系統,提供創業家們便於搜尋與操作。在法規面也須放寬標準,降低申請門檻,透由這些改善打造一個良好的創業生態環境。
2. 新創團隊應全職投入產品開發,以提高專案開發效率。
3. 在進行每階段的關卡審核時,新創團隊應更謹慎評估關鍵因子,且規劃其商業模式圖。

In recent years, along with the popularity of the Internet, the rise of big data, and the emergence of many new technology, innovation has become the most important growth drive for government and companies. According to official statistics, the number of small startups in Taiwan is increasing year by year, but the failure rate is still high. Moreover, Taiwan can't foster high-value new unicorns. In view of this, this study attempts to find out the problems have been faced by small startups in Taiwan in order to improve their success possibility.
This study uses case study method to select a small startups that has been established for less than two years and conduct a questionnaire survey and in-depth interviews. We explore its determinate factors on success and failure of a small startups through the external environment, entrepreneurial traits and behaviors, and the new product project process. And we also synthesis the nine key factors of the business model canvas to the stage gate model to fix. In this study, we believe that the startups should integrate the business model canvas within the new product project process.
Finally, based on the empirical results, this study proposes the following suggestions for government and case company:
1. The Central Government should integrate the resources, funds, talents and training from it each department, local governments, academic institutions, non-governmental organizations and private companies to establish a clear and complete support system to provide entrepreneurs with easy search and operations. In terms of regulations, we must also relax standards, lower the threshold for application, and create a good entrepreneurial environment through these improvements.
2. The team of small startups should devote full time to product development and improve the efficiency of project development.
3. At each stage of the gate review, the team of small startups should be more careful in assessing key factors and planning its business model.
