摘要
愛爾蘭由古代賽爾特人所建立，西元五世紀羅馬天主教傳入愛爾蘭，愛爾蘭人逐漸信奉天主教。愛爾蘭在政治上一直沒有出現過統一的國家。英王亨利二世在十二世紀利用愛爾蘭長期分裂的局面，跨海征服了愛爾蘭。十七世紀初，英國政府對北愛爾蘭展開有計畫的移民，使北愛爾蘭成為新教徒佔多數的區域並佔有大批土地，進一步將英國國教立為愛爾蘭國教。
1801年英國基於政治及戰略考量，將愛爾蘭納入英國版圖。這使英國與愛爾蘭之間政治、經濟及宗教矛盾衝突日益嚴重，加上十九世紀愛爾蘭大飢荒，使愛爾蘭民族主義益加高漲，對英國統治展開一連串反抗行動，從天主教徒解放運動、取消合併運動、青年愛爾蘭以及費尼安暴動，這些行動迫使英國政府正視愛爾蘭問題。
格蘭斯頓在1868-1874年，以自由黨領袖身份第一次組閣，將愛爾蘭問題視為上帝交付給他的任務，一方面是基於宗教的寬容之心，他對於被壓迫的愛爾蘭人有深深的同情；另一方面希望以愛爾蘭宗教議題來團結自由黨。他解決愛爾蘭問題的第一步是在1869年，廢除英國國教在愛爾蘭的官方宗教地位。他提出的法案內容遭到許多人的反對，尤其在下院引發極大危機，但在其努力之下，英國議會還是以溫和、漸進的方式通過此法案。
1869年的撤銷愛爾蘭國教法案標誌著英國政府面對愛爾蘭社會動盪及民族主義力量，開始轉變對愛爾蘭的政策。此法案讓愛爾蘭教會與英國國教及其他教會處於同等地位，並具體實現格蘭斯頓的宗教理想：教會與國家分離與宗教平等，同時在民族宗教的自由方面向前邁進一大步。之後格蘭斯頓繼續處理愛爾蘭問題，在1870、1881年通過土地法案，為愛爾蘭人爭取經濟上的平等。1880年代，他進一步提出愛爾蘭自治法案，使得英國在往後一段不算短的歲月裡，將政治重心移到愛爾蘭問題的處理上。
本文研究主旨在探討格蘭斯頓的愛爾蘭宗教政策，其愛爾蘭政策是循序漸進的，層次由愛爾蘭宗教到土地問題，最後是政治前途問題，所以1869年撤銷愛爾蘭國教法案為其愛爾蘭政策之開端。在這當中可以看到格蘭斯頓的人格特質、自由主義思想及宗教關懷，以及他對愛爾蘭問題的想法，所以1869年撤銷愛爾蘭國教法案對於了解格蘭斯頓的愛爾蘭政策、宗教思想及維多利亞時期的英國與愛爾蘭關係有其重要性。

Irish people were originally out of Celts, local residents. They turned to Roman Catholic in the 5th century after Roman brought Christian belief into England. In the 12th century, English King Henry II conquered Ireland when it was divided for a long time. In the early 17th Century, English started an emigration to Ireland purposely, which had potentially changed the organization of local residents. In Northern Ireland, Protestants became the major part of population and occupied a great deal of lands. Finally, the Church of England predominated Ireland and became an established church.
Ireland was annexed to England in 1801 that lead to a comprehensive conflict between Ireland and England. The famine in 1848 in Ireland raised up Irish nationalism which was growing continually exemplified in the Catholic Emancipation Movement, the Repeal Movement, Young Ireland and Fenian Movement. The United Kingdom Government was forced to face this problem of Irish nationalism.
William Ewart Gladstone (1809-1898) formed his first cabinet in 1868 and ended in 1874. He had deep sympathy for oppressed Irish people and took the work of relieving Irish as a consignation from God to his mission. In addition, he hoped make use of Irish religious issue to reunite the Liberal Party. The first step he took was to propose the Irish Church Act of 1869 to disestablish the Church of Ireland. In parliament, either House of Commons or House of Lords, radical debates went on and even caused serious conflict within two parties. The Irish Church Act of 1869 was finally passed that became a turning point for both Ireland and Britain. On one hand, the British government changed its policies towards Ireland. On the other hand, Irish churches shared equal position with the Church of England that was the ideal of Gladstone. This success of the Irish Church Act of 1869 lead to the passing of the Land Act and even the Home Rule Bill in late nineteenth century.
The purpose of this research was to pursue the Gladstone’s Irish policies in which Irish religion came firstly and Irish land problem was next. The Irish Church Act of 1869 made a good beginning and considerably helped accomplish other Irish-related Acts. Therefore, it is important to understand the Irish Church Act of 1869. By doing this research, we can also learn the personalities of Gladstone, especially his idea of liberalism, and the relationship between Ireland and England during the period of Queen Victoria.
