網際秘書乃一位虛擬助手，她提供多種比Web更人性化且方便的操作方式，針對個別不同的使用者提供具規劃性的主動或被動服務。
近年來由於網路技術與電腦科技的發展進步神速，許多事更需要分工來替日益忙碌的現代人分擔解勞，特別是針對於某些特定人士更是有其必要性，例如，對於一些記性不是很好的病患或者是老人可能需要本系統去提醒吃藥、復健…等等。網際秘書就是在此情況下產生。而且電話、手機已經是處處可得，人手一機的情形，如果能使用手機快速取得資訊，即能夠真正達到「秘書就在你身邊」的目的。
本論文探討了一個網際秘書系統的設計，我們亦完成一個簡單型的網際秘書系統，用以驗証網際秘書的可行性，它分為個人隨身助理與監督系統兩大部分；在個人隨身助理方面，提供了語音提醒、語音訂票及整批處理功能，可以依個人所需去設計一套專屬於自己的一套排程，當到達所排定的時間時會自動通知使用者，避免遺漏重要之事；在監督系統方面，主動監督可以讓我們隨時掌握受監督者的狀況，被動監督可以定時及不定時接收來自受監督者的資訊，可以避免時間上的浪費，達到分工與隨身助理的目的。

An Internet Secretary is a personal virtual assistant. She provides more human feelings and more convenient than the Web does, and supports active and passive services to different individuals.
There has been a major progress in the network technology and computer science during modern years. Many sundry duties and chores take up modern people’s work time. These jobs need to be shared by other people, especially for some specific persons. For example, a system may be very needed by the amnesia people who are always being noticed to take pills or rehabilitate. The Internet Secretary is now proposed based on this situation. In addition, the telephone network, internet and cellular phone are so much prevalent. If anyone can use their own cellular phone to get information and to command complex jobs, then we can reach the circumstance of “a secretary by you”.
This thesis discussed approaches of the Internet Secretary. We implemented a simplified Internet Secretary system to verify the feasibility of the proposal. There are two major portions in the system. In the portion of “assistant by you”, it provides voice reminding, tickets reservation and batch processing. Everyone can design and have their personal suit of schedule. The user will be noticed when the scheduled time points are reached, avoiding missing important matters. In the portion of monitor system, traditional facilities can be monitored actively with a predefined manner and time interval. On the contrary, monitoring can also be proceeded with a passive manner which receives status and information from the monitored equipments. It averts wasting of time, gets in division of works and assists you everywhere.
