臺灣博碩士論文加值系統

全球委外作業已普遍運用在製造業、資訊服務、金融服務等。反觀國內投信業於近幾年才開始執行基金結帳作業外包，且以外商投信公司居多。基金業務的作業流程委外雖能產生正面效益，決策失當時卻反而造成人員流失、不符顧客期望、公司品牌形象受損等災難。既有委外策略研究多著重於自製或外購的策略、委外策略方案與廠商評選等，較少探討從「檢視什麼作業應該外包」至決定自製或外包選擇方案之整體決策分析架構。
有鑑於此，本研究目的係運用紫式多屬性決策分析架構，建構出投信業基金業務委外之決策分析架構，具體研究步驟包括（1）了解投信業者於基金業務委外的問題定義；（2）運用設計結構矩陣找出個案公司適合委外的作業範圍，並建議作業委外後的相關部門應著重的核心業務；（3）架構運用外包策略圖，產生適用於投信業的外包方案；（4）運用文獻探討客觀敘述，評估外包商之準則及屬性，及各個外包方案可能的利益及風險；（5）結合決策實驗室法與分析網路程序法設計矩陣模式，發放問卷並訪談投信業與個案公司，透過權重給分評估外包商準則的重要程度，衡量投信業作業委外時應考量的準則及其重要性，並分析個案公司與其他投信業準則排序的差異性；（6）藉由個案公司對於外包策略的方案，直接給分方案的表現程度，建構投信業制訂委外作業的策略方案與建議模式。
本研究結論顯示，設計結構矩陣可協助個案公司確認基金結帳委外作業。另一方面，評估外包商16項準則依重要程度排序由先至後為價格合理性、與公司策略適配性、員工管理狀況、系統穩定度、系統研發能力、危機處理能力、財務狀況、獲利能力、保守業務機密、保持調整彈性、專業與正確性、人員素質與經驗、配合程度、關係維繫與發展、同業推薦與服務經驗，最後為外包商公司規模。本研究透過外包策略圖（outsourcing landscape）與專家訪談定義出適用於投信業之四個策略方案，包括「交易式外包」、「策略性外包」、「轉移式外包」和「自家的基本商業流程」。藉由所提出之整合決策分析架構，本研究建議個案公司應採用「轉移式外包」。本研究所建立之整合委外決策分析架構及分析案例可供投信業在實務進行作業委外評估時的重要參考。

Existing outsourcing studies focused on manufacturing and information technology service functions. Little research has been done regarding how asset management companies should formulate their outsourcing strategy starting from asking “what functions should be outsourced.” Focused on Taiwanese security investment trust enterprises, this study aims to develop an integrated decision analysis framework to assist in assessing what functions could be outsourced, what outsourcing candidates should be proposed and selected, what criteria are needed for evaluation, and how to derive a final decision. The proposed framework integrates the design structure matrix, DEMATEL-based analytic network process (DANP) through a questionnaire survey to meet the outsourcing objectives of a case company.
The result shows that the design structure matrix can help the case company plan to identify fund accounting operations. This study also priorities the importance of 16 criteria for fund accounting outsourcing as the reasonable price, strategy fits, human resource management status, system stability, system R&D capabilities, crisis management capability, financial condition, profitability, business security, flexibility, professionalism and accuracy, the quality of employees and service experience, coordination, relationship, recommendations from others, and the size of the outsourcee. Four strategic alternatives are identified through outsourcing landscape analysis and interviews including transactional outsourcing, strategic outsourcing, transformational outsourcing, and in-house organization of basic business process. Following the proposed integrated outsourcing decision analysis framework, transformational outsourcing is the recommended for the case company. The demonstration and illustration in this study can serve as a reference for asset management companies who are considering restructure their business processes.
