TLC（Taiwan Lottery Co.,LTD）was appointed to operate the Public Welfare Lottery（Jan.1,2007~Dec.31,2013, 7 years in total）issued by Chinatrust Commercial Bank. In addition to 6/49 originally. TLC adds 5/39 and super 6/38（select 6 numbers from the first 49 intergers or select 5 numbers from the first 42 intergers, or select 6 numbers from the first 38 intergers in zone 1 and select 1 number from the first 8 intergers in zone 2, denoted by 6/49 and 5/39 and super 6/38, respectively）lottery games in 2007 and 2008. In this paper, We select 160 draws from 6/49, 400 draws from 5/39 and 56 draws from super 6/38 to test whether the winning numbers tally with the randomness or not. At the same time, We analyze the randomness of the public playing lottery from the difference between theory and actual lottery winning rate. Secondly, We probe from correlation analysis if there is propitious place. Furthermore, how much the first prize of a lottery we buy, so the net expected value can be zero. And that’s a fair gamble. At last, We probe into the variation of the stakes, and hope to provide some operative suggestions for the lottery players are concern about.
