The logistics service providers in Taiwan typically claimed themselves as third party logistics (3PL) service provider or forth party logistics (4PL) service provider, regardless of what their actual capabilities are. The definition of either 3PL or 4PL is still in a fuzzy state. This research mainly probes the 3PL competency in Taiwan and the opportunities in moving toward 4PL, by examining the global research on the logistics activities and the various diverse definitions of 3PL/4PL. We first build up the framework of this research, then apply descriptive analysis, and quantitative analysis to data collected through relevant survey. By mailing survey questionaire to the 92 3PL providers, we obtained 29 final valid samples. We consolidate the 40 identified different logistics activities into 11 factor capabilities. Through cluster analysis we categorized our sample firms into 4 groups. The result shows that even though there is not any group that possesses the capability and competency to serve as 4PL, the “leading logistics provider” (LLP)-group is clearly moving close to 4PL. There are 5 different capabilities that 4PL firms must attain. The LLP-group has more significant marks than the other groups in .3 out of the 5 capabilities. For the two capabilities that are not significantly different, the LLP-group still has superior experience or better capabilities than other groups.
