土地使用管制乃在維持空間秩序，土地使用分區管制規則為其手段之一，理應保持穩定，以維護空間秩序的穩定性。雖然現今工商社會瞬息萬變，土地使用分區管制規則為因應時局的變化進行修正實屬合理，然而過於頻繁的更動，不僅增加公務員負擔、造成民眾無所適從，更使空間秩序無法維持，以致於喪失管制的意義。
「台北市土地使用分區管制規則」自民國72年公告實施至今，分別於77年、82年、83年、85年1月、85年7月、88年、89年時公告修正修文，這樣的頻率不可謂不高，其中83年、85年1月、85年7月三次專門為住宅區使用組別進行調整，77年、82年、88年的修正條文中住宅區使用組別也做了不小的變動。在習於住商混合使用的台灣，住宅區中應混合什麼樣的商業使用組別，儼然是各次「台北市土地使用分區管制規則」修正案的重頭戲。
過去對住商混合或住宅區使用組別的研究以各使用組別相容性為大宗，多是以時間橫斷面進行使用組別的組合研究，意圖找出各種住宅區中「最合適」的使用組別。本研究從縱剖面來看公務員在面對時局的變化時，是如何決定住宅區使用組別修正的時機與內容。因此將回顧土地使用分區管制、調節理論、科層體制的文獻，並採敘事分析與主題分析法來處理台北市土地使用分區管制規則歷次修正案相關書面資料與深度訪談之資料，據此發現具都市計畫專業的台北市政府工務局（都發局）公務員16年來對於土地使用分區管制中住宅區的使用組別管制，其考量由建築量體、使用規模、非嚴重負面外部性到最後量體、使用規模及非嚴重負面外部性。

Zoning Regulation is used for maintaining space order. It should keep itself stable to stand up for the stability of space. Our society changes rapidly nowadays, and it is reasonable to revise Zoning Regulation in response to the changes of the current situation. However, the exceedingly frequent changes not only increase the burden of the public servants and let people not know how to follow, but also destroy space order so that the meaning of control forfeits.
The Taipei City Zoning Regulation was launched since 1983, and it has been amended at 1983、1993、1994、Jan.1986、Jul.1986、1999 and 2000 accordingly. The frequency of changes is very high. For Taiwan, what kind of use groups can be allowed in the residential district is the key point of the amendments.
In the past, the studies of mixed-use or the use groups in the residential district have focused on the compatibility of land use. In this research, we investigate how public servants in Bureau of Urban Development in Taipei City Government consider when and what the use groups of residential district should be revised. We review organization theory, regulation theory, and the discussions of land mixed-use, and analyze the change of the use groups in the residential district in Taipei City Zoning Regulation during the past twenty years.
In sum, we find that the consideration of the public servants in Bureau of Urban Development in Taipei City Government changed from concerns with buildings, scales, non-seriously negative externality, to all of them throughout these twenty years.
