Norman Barry談到，自20世紀以來，市場不但沒有促進人們幸福，反倒是它們冷酷無情的分配機制製造出經濟上必然出現無辜受害者的結果。Barry提到，為這個立場辯護最具有說服力的是Richard M. Titmuss《捐贈關係》一書，Barry提到《捐贈關係》研究的重要意涵是─如果連捐血這種神聖的東西都商業化，那麼任何東西都會受到價格的污染，導致道德聯繫破裂。這樣的看法令筆者想探究，「捐贈關係」賦予福利的意義，「捐贈關係」這樣的福利效益能夠為社會帶來什麼樣的福祉。因此展開論者對Titmuss個人的生平及他對英國過去30年的政治關懷與福利思想的研究。
首先，筆者回顧Titmuss的生平與著述，發現著作相當豐富，討論的議題也相當廣泛。尤其是他生平最重要的著作《捐贈關係》一書，是筆者欲先探究的，進而藉由其他文本了解Titmuss總體的福利觀念。《捐贈關係》是 Titmuss 社會政策理論的最完整的綱要，也是他道德哲學的最清楚的陳述。在《捐贈關係》中，Titmuss從四個經濟判准與非經濟判准的社會價值來討論英美兩種不同的血液收集與輸送體制的運作效應，強力證明，自願捐血體制遠比血液供應商業化的體制來得優越，藉此抑止當時正在醞釀的血液供應市場化、容許血液買賣的論點。Titmuss當然也希望透過這項研究的結果，提出他對社會政策的立場與見解。
Titmuss 之所以非常注重社會政策的性質與設計，乃涉及到他對人類社會、特別是他對英國社會的願景、以及如何實現這種願景的看法。從研究結果發現，他對市場機制抱持著一種戒慎恐懼的態度。因此，身為費邊社會員的他自然將社會改進的機制放在國家機器上，希望菁英份子利用國家的公權力，慎重設計良好的社會政策，以實現他對人類社會所抱持的願景。接著，論者分析Titmuss建構三種社會政策的模型，欲將各種價值偏好與社會政策主張間的關聯性明確地顯現出來。並且，更進一步藉由Titmuss對殘補式福利模式的社會政策內涵之批判，說明Titmuss社會政策的立場。筆者從四個面向探討Titmuss批判殘補式的社會政策，扼要地說明Titmuss對於「市場取向」社會政策的看法。
除了極力批判市場，Titmuss也提到福利國家該怎麼帶給人民福祉。雖然福利國家在現代社會裡頭逐漸成為一種大規模、工業社會的共同現象，但是每個不同文化社會所表現的福利國家不盡相同。那麼，Titmuss覺得用什麼來作為這些福利國家存在的道德正當性的依據呢？在Titmuss生平晚期，所提倡的福利社會的概念，又是如何發展的呢？筆者用三種原則來論述Titmuss的福利國家目標，描述他心目中理想福利社會的未來。
