網際網路(Internet)的連結促使資訊流通量倍增,也讓企業更加重視資訊、知識的處理與應用,而半導體業(semiconductor industry)經過多年發展,日趨成熟且發生產業收斂(converge)現象,在這種競爭環境裡,各家廠商莫不盡力增強本身的核心能力(core competence),導入知識管理系統增核心能力,遂成為最佳選擇,本研究以Soo et al.(2002)所提出的知識管理系統作為主架構,觀察台灣半導體廠商執行知識管理系統的狀況,並以國內台積電(TSMC)、世界先進(VIS)、飛利浦建元電子(PSK)作為個案研究對象,對其知識管理系統透過次級資料蒐集與訪談進行描述性個案研究(descriptive case study)。
得到主要結論如下:在建構網路子系統時,需考慮透過跨部門、跨組織的社群經營與知識分享活動,有助於非正式人際網路建立,進而提高員工透過非正式網路解決問題能力;再則知識管理系統因組織策略方向上不同,應用在儲存、分享、學習上有程度的差別;因資源能力的差別,使得資源相對缺乏的個案公司導入知識管理系統時,可以先從建構非正式網路子系統開始,考慮透過跨部門、跨組織的社群經營與知識分享活動,有助於非正式人際網路建立,進而提高員工透過非正式網路解決問題能力;台灣半導體業知識管理系統會因公司設定的目標不同,產生系統設計的差異。公司為注重標準化規模經濟時,系統建構的目標設為以資訊科技增強生產效率及良率。公司注重利基市場時,在建構系統時傾向建立非正式人際網路,以提升解決問題能力與應變彈性。
The connection of the Internet not only doubles the speed of information flow, but also makes the enterprise owners put more emphasis on how to handle and apply the information and knowledge. After years of development, semiconductor industry is getting mature and starts to converge. In such keen competition, there is no firm that doesn’t try its best to strengthen its core competence. Therefore, using the Knowledge Management System is the best way to enhance its core competence.
This research uses “Knowledge Management System” by Soo et al. (2002) as the framework and focuses on the observation about how semiconductor industry in Taiwan executes Knowledge Management System. Our objects of study include TSMC, VIS, and PSK. With second-hand data collection and directly interview, we do a descriptive study.
What follows is our conclusion: First, while establishing a network subsystem, one must consider that management of cross-departments or cross-organizations and knowledge exchange would help to build up human relationships and moreover, to reinforce employees’ abilities to solve problems. Second, since Knowledge Management System would vary according to different organization strategies, the application of Knowledge Management System in storage, sharing and learning, would be different either.
