保安警察第一總隊隸屬內政部警政署中央之權責機關，所肩負之重責與一般地方政府所屬警察機關不同，常因奉派支援各地方性勤務時，該指揮權依規定聽命被支援單位指揮，且受限於地方政府機關或其它警察單位之調整、運用，造成無法自由發揮其功能之窘境，且常被誤認為自發性之勤務運用，檢討勤務缺失時，責任歸屬又遭被支援單位極力撇清，爰此；保安警察第一總隊在預算編列時，常受到上級或民意權責機關之限制，造成整個總隊對教育訓練、駐地建築設施、警用（保安）裝備之管理、調度、維護等均大受影響，進而引起基層機動保安警力對未來職場生涯發展的信心與工作產生倦怠感，耑此；更須有效運用「公共關係」這門學問加以充份發揮，盡速將災害(情)降到最低，是亟所盼。
本研究方法分為兩階段，第一階段從文獻分析開始，透過對探討公共關係概述、公共關係對警察機關之重要性等內容與理論，解釋保安警察第一總隊之特性與公共關係之相關性。第二階段則以問卷調查與深度訪談等方式蒐集外界、內部與保一總隊業務相關人員的工作認知與態度，綜合歸納、分析保一總隊對外公共關係之重要性，最後並予綜合結論及提出建議。並採用「問卷調查法」、「深度訪談法」蒐集資料以進行統計及分析，分別由機動保安警力隸屬之保安警察「機關特性」、「保安警察組織特性」、「機動保安警力員警特性」來加以探討，深入了解公共關係相關理論之探討相關實證研究，從中設計出本研究之研究架構、概況問題與研究變數、自變數，研擬如何在警察勤務中對外部所運用之公共關係。
本研究認為保一總隊內部本身必須維繫良好關係外，更要探討保一總隊與外部維持良好互動之具體作為，強化公共關係的基礎工作，配合新聞事件處理、加強與記者媒體之間的互動、還能做到為民服務之本意，有效樹立保一總隊對外服務的核心價值，讓臨近機關、民眾瞭解保一總隊優質的一面，進而提昇警察形象。

The Special Police First Headquarters is an authority subordinate to the National Police Agency, Ministry of the Interior. It bears different responsibility from that of a general local government. Usually, when it is assigned to assist with the local affairs, it is required to obey the entities receiving the support by rule. Meanwhile, it is subject to the adjustment or the application of local government entities or other policy agencies. As a result, it is unable to display its desired function. What's worse, it is often mistaken that it should offer support voluntarily. When there is a lack of support, the supported entities would often blame the Special Police First Headquarters. Therefore, the budget allocated to it is often restricted by superior or public opinion authorities, affecting reversely and significantly on the management, dispatch, and maintenance in terms of the education and training, settlement building facilities, as well as the police (security) equipment. Thus, the front-line reserve policy personnel would become unconfident about their career and get tired of their current job. In view of the situation described above, the knowledge of public relations shall be studied and employed well so as to minimize the loss and damage as soon as possible.
This study is divided into two parts. The first part explains the correlation between the characteristics of the Special Police First Headquarters and public relations through the discussion about the theories, including the introduction and the importance of public relations on the policy agency are discussed. In the second part, through questionnaires and interviews, the work cognition and attitude of the external, the internal, and the related staff within the quarters are collected, reviewed, and summarized to analyze the importance of external public relations of the Special Police First Headquarters. Finally, the comprehensive conclusion and suggestions are remarked. The authority characteristics, the organization characteristics of special police, and the characteristics of the reserve police personnel are discussed in this part to learn the theories and related empirical research intensively. Through the study on former research, this paper identifies the research structure, detailed questions, dependent variable, and independent variable, and works out how to get along with the public by using the knowledge of public relations.
This paper believes that apart from the opinion that the Special Police First Headquarters should maintain good internal relations, the specific methods to maintain positive external relations should also be discussed and concerned. It should strengthen the foundation work of the public relations, corporate with the media to deal with affairs, and strengthen the interaction with journalist or media while serving the people, and establishing the core value of public service of the Special Police First Headquarters. Authorities and people will be able to know more about the merit of the Special Police First Headquarters and the policy will leave a better image to the society.
