臺灣博碩士論文加值系統

近年來，受到開放資料趨勢的影響，各國政府逐漸重視政府開放資料的相關議題，目前我國政府推動開放資料主要是鼓勵各縣市政府自行釋出開放資料，然而當前政府開放資料研究多半著在政府開放資料平台概況，亦或政府如何推動開放資料，較少探討地方政府釋出之開放資料其內容品質與資料間的相容性。
為探討政府開放資料的相容性，本研究以我國六都政府開放資料平台中的開放資料，以及中央政府釋出之開放資料作為研究對象，並以交通開放資料為例，探討我國政府釋出之開放資料可能存在的問題，並進一步探討政府開放資料間的相容性，以作為各機關政府持續推動開放資料的參考。
本研究透過文獻分析，整合國內外開放資料的評比指標，加以彙整出兩面向的評估指標，並進一步發現中央與六都政府的交通開放資料在詮釋資料表的完整性、開放資料的三星格式原則、即時性資訊、內容與欄位的描述等部分皆有改善空間，而沒有基本的釋出標準也影響了開放資料間的相容性；最後，本研究依研究結果提出實務建議，期望對地方政府機關後續推動開放資料有所助益。

Open data has been an important trend among the government administrations around the world. In this research field, most studies have focused on the central government level, on the open data platforms, and on the promotion of open data activities. Nevertheless, there is still limited research discussing the Interoperability of open government data.
In order to fill this gap, this study explores the interoperability of open data by selecting the six municipal governments in Taiwan as a case study. Specifically, this study attempts to identify the factors influencing information interoperability of open government data. This study through literature analysis,collect and organize domestic and foreign literatures regarding evaluation indexes of open data. And develop the assessment framework of government data interoperability includes two aspects, the Metadata integrity and data sets accessibility.
The major finding there are several shortcoming of open data, including Metadata integrity, 3 star open data, timely and basic standards. Lastly, practical implications, limitations, and future research directions are also discussed in the study.
