With the development and application of vehicle technologies, enterprises have a stronger demand to manage the vehicles. The fleet management system thus has drawn the attention from the enterprise. Recently, the emergence of dashboard camera provides more security guarantee to the fleets of enterprises. This study focuses on the key factors of introducing the video recorder fleet management system into the logistics industry. Through literature studies and expert interviews, this paper establishes a hierarchical structure with four dimensions and fifteen key criteria. A questionnaire based on this structure was distributed and studied through analytic hierarchy process (AHP) approach to disclose the relationship and relative importance of the dimensions and key factors. By sorting the dimensions and factors, this paper has discovered the order of their importance and analyzed the reasons. The purpose of this study is to examine the choices of users in introducing video fleet management system into the logistics industry. By using AHP, this paper incorporated the possible factors into the study and systematized complex problems to analyze the advantages and disadvantages of each factor. Therefore, the results can provide decision makers with the guideline in choosing appropriate programs and reducing the risk of making decisions. Through the study, the key factors of the first five criteria by the order are: “clarifying the responsibility,” “improving traffic safety,” “supporting by the high-level supervisor,” “providing accurate information,” and “having sufficient budget and resources.” Finally, this paper proposed some suggestions to corporations, system suppliers, and government agencies. The research findings will serve as references in facilitating the introduction of the system and making the introducing process move smoothly.
