在這個資訊充斥的社會，科技知識被用來解決人類問題，各種職業也因此走向專業化，而警察工作當然亦不例外，到目前為止，專業對於工業社會中主要經濟、政治、文化制度的貢獻是有目共睹的。而警察組織專業化，始終是改革警察的理想目標，唯「專業化」的意義內容為何？警察組織專業化的努力及經驗是否已達理想？警察是否是一門專業？實需有理念的回顧，以作為實際評估的標準；因此，警察工作是否為一門專門職業（Profession），能否專業化（Professionalization）？已普遍成為提升警察工作的一種期許目標。
回顧我國警察組織專業化發展至今，常師法西方國家的警察制度，如我國警政現代化時期，尤以美國警察為仿效對象，例如：機動巡邏、快速報案體系的建立、立即彈性反應、社區警政等措施。這種順應世界潮流的跟隨模仿，確實帶給我國警察組織一些新的專業知識及工作技巧，也的確樹立相當進步的里程碑；但亦有一些警政改革措施因未考量國情、文化、環境等相關環境因素，而冒然移植外國制度，終致造成改革失敗之結果，例如：我國曾廢除派出所及實施三班制勤務制度，最後因缺乏完整規劃、整體警力不足等考量因素，而終致功敗垂成。
由於社區警政之思維與策略流傳世界各國蔚為風潮，甚而讓人誤以為社區警政是解決社會治安問題的萬靈丹，而忽略專業化警政對於社會治安、秩序維護仍具有舉足輕重與不可抹滅的功能。是以本文企圖從美國警察專業化時期的變遷過程（西元1920-1970年），追溯美國警察之歷史脈絡，並比較英、美、日及我國警察組織專業化之發展歷程，目的在借取他人經驗，審酌政治、社會、及管理思潮等環境因素，盱衡國際犯罪情勢，確實發現我國警察專業化的問題癥結，積極推動結構性、制度性之警政革新再造工作。
本論文結構計分五章，約十七萬餘字，內容要點如下：
第一章 緒論：說明研究動機與目的、研究範圍與流程、研究方法與限制，以及基本的名詞界定。
第二章 警察組織專業化之理論基礎：先探討警察組織專業化之概念意涵，說明專業之意義、知能、倫理與責任，進而分析警察組織專業化之環境因素，再闡述警察組織專業化之重要內涵，最後提出利弊得失。
第三章 英、美、日及我國警察組織專業化之發展歷程：探討各國警察專業化發展時期的歷史背景、環境因素、重要人物及各項重要措施。
第四章 透過研究設計，對我國警界前輩、在職高階警官及警政學者進行實證訪談之研究，以分析我國警察專業化發展之內容與方向。
第五章 結論與建議：除總結本文理論基礎與實證研究的結論外，最後綜合提出，我國警察組織專業化未來之方向，包括組織任務、組織結構、人員素質、科技裝備等方面革新建議與後續研究建議。

In this society full of information, knowledge of technology is constantly being used to produce solutions for all sorts of problems faced by people, which is making every occupation moving towards the trend of professionalization, hence, the police profession is no exception either. To date, the contribution of increasing professionalization to the industrial society’s major economic, political and cultural system is incontestable; as for the reformation of the police organization, professionalization has always been an ideal objective, but what is “professionalization”? Have the endeavors and experiences in striving for police professionalization borne the fruit of ideal outcomes? Is the concept of profession even appropriate for the occupation of police? A reflection possessive of ideology is necessitated by a standard of practical criterion, therefore, whether police is a profession, or is capable of professionalization or not, has widely become an anticipated objective for the elevation of the police occupation.
Reviewing the developments in the professionalization of our national police organizations to date, we often imitate western police system. Such as during the modernization period of our national police force, duplication of western models was particular to the American police system; for example: random motorized patrols, quick reporting system, rapid response, community policing, etc. Undeniable is this type of adherence after worldly trend and its contribution to our national police organizations in the forms of new professional knowledge and occupational techniques, the same can be said of its accomplishment in establishing some very admirable milestones of improvements. However, there do exist some examples of police reform failures due to the oversight of national affairs, culture, environment and related environmental elements, and as the result of precipitately transplanting a foreign system; for example: the abolishing of police stations and the implementation of a 3-shift servicing system was once adopted domestically, but in the end it proved to be a miscarriage lacking in both proper planning and sufficient man power.
Due to the worldwide popularity and fanfare enjoyed by the concept and strategy of community policing, it was misconceived as the panacea for all of society’s problems with law and order, and instead overlooked the indelible and far-reaching impact of professional policing. This study intends to recount the path of historical developments in the American police system, dating from the time of its period of professionalization (1920 - 1970), in addition to a comparison of the developments of police organizations in the British, American, Japanese and our domestic professionalization process. The objectives are to examine the political, social and administrative perspectives and other environmental elements through the appropriation of other’s experiences, gape into the state of international crime, and materially unearth the crux of the conundrum that plagues the professionalization of our national police organizations, therefore an aggressive remedy of structural and systematic reorganization may be implemented.
The composition of this study is divided into five chapters, consisting of approximately 170,000 words, and the contents are as follows:
Chapter 1:Introduction: explains the motivation and objective of the study, scope and process of analysis, methodology and limitations of examination, and fundamental terminology.
Chapter 2:The basis of theory for the professionalization of police organizations: firstly, discusses the conceptual meaning of professionalization of police organizations, defines the meaning perceptions, ethics and responsibilities of professionalism, extends to an analysis of the enviromental elements of professionalization of police organizations, then expound the significant immanence of professionalization of police organizations, and lastly illustrate its pros and cons.
Chapter 3:The development process of British, American, Japanese and domestic professionalization of police organizations: deliberate on the historical background, environmental elements, crucial personalities and policies during each country’s development process of professionalization of police organizations.
Chapter 4:Through a research design, conduct substantiating interviews with respected predecessors, high-ranking authorities, and policing scholars, facilitating the analysis into the nature and direction of domestic professionalization of police organizations.
Chapter 5:Conclusion and suggestions: In spite of summarizing theoretical basis and conclusions of the study, it offers an integrated proposition of future direction for the professionalization of domestic police organizations, including organizational missions, organizational structure, personnel quality, technical hardware, etc., along with reformational suggestions and issues for entailing studies.
