The property management of the apartment building is based on the owners’ management committee (OMC) of the apartment building. Therefore, this thesis will focus on the OMC, the core organization of the "self-management" of the apartment building. The whole thesis is completed by the research mode of interpretation law, analytical law, practicing theory, literature analysis method and legal sociology research. In this thesis, I will first introduce the legal evolution of the Chinese Property Management Regulations, the responsibilities of the OMC, the establishment and tenure, the selection and qualifications, the legal qualifications and the current status of development. In this way, we can understand the connotation of the OMC and the current operation status of the residential community in China. Then, by comparing with the Taiwan “Regulations on the Management of Apartment Buildings”, the “Management Legal System for the Common Part of the Stratified Buildings”of Macau, the “Building Management Regulations” of Hong Kong, and the United States’ “Uniform Common Ownership Ownership Law” through discussing and analyzing the classic cases of daily disputes in the laws and disputes involved in Chinese property services, I hope that with these research I am able to point out the shortcomings or deficiencies and to propose remenments of the current property management regulations.
