在解除戰地政務後，馬祖以得天獨厚的人文景觀發展觀光產業，但也受限於島嶼之地理位置及天候影響，空中交通常因天候問題關場，觀光道路受到停滯。當地政府提出將馬祖打造成觀光賭場，結合特殊人文與自然景觀，興建4C精確儀降機場，帶動地方經濟發展，解決馬祖交通問題與財政困窘。
2012年7月7日馬祖公投過半數同意後，馬祖有可能是台灣第一個「離島博弈專區」，然而設立觀光賭場在當地正反雙方仍互無交集，故本研究目的一、了解馬祖欲設立觀光賭場的歷史脈絡，藉由文獻分析、訪談，以深入探討此爭議性之政策。二、藉由William N. Dunn的政策論證模式，透過訪談12位受訪者的內容分析支持與反對雙方對馬祖發展博弈事業最具爭議性的論述，將論述系統性分類為（一）經濟層面、（二）社會層面、（三）環境層面並詳加分析。三、評估支持與反對立場者對上述三大層面，其論述之可信度，讓雙方能站在他人的立場來檢視自己政策行動的缺陷，消弭衝突的癥結。
本研究研究結論分別敘述（一）經濟層面、（二）社會層面、（三）環境層面，發現支持立場者在經濟層面的論述可信度高，然在「財團介入公共事務」、「環境承載力赤字」、「興建4C機場，改善馬祖空中交通」的論述可信度偏低，並對以上論述提出研究建議。

After lifting the battlefield’s administration, Matsu is exceptionally gifted in cultural landscape to develop the tourism industry, but limited by geographic location and weather conditions, the island's air traffic problem is often affected by the bad weather to cause the airport closed, tourist roads have been stagnant. Local government propose to create Matsu as the tourist casinos, to combine with a special culture and landscape, to construct the airport the airport with 4C equipments to land accurately & precisely, and to promote local economic development, in order to solve traffic problems and financial difficulties in Matsu.
After referendum of over half majority agree Matsu to establish a tourist casino on July 7, 2012, Matsu may be Taiwan's first "Off-shore of Taiwan Gambling Zone", however, both of the pros and cons of establishment of a tourist casino in the local tourism are still not mutually to meet in a common consensus, so the purposes of this study are following, first of all, to understand Matsu’s intension of historical context of the establishment of a tourist casino, through documents analysis, interviews, in order to discuss profoundly this controversial policy. Second, by William N. Dunn’s policies argumentation mode, through interviews with 12 respondents for content analysis of both support and opposition to the development of the gambling business in Matsu for the most controversial discussion, it will be discussed systematically classified as (a) the economic aspects, (b) the social aspects level, (c) the environmental aspects, and detailed analysis. Third, the assessment of the position of those who support and oppose the above three aspects, the credibility of argumentation let both sides can stand in other’s points to view to review the defects of our own policy actions, in order to eliminate the crux of the conflict.
The conclusions of this study are described in (a) the economic aspects, (b) the social aspects, (c) the environmental aspects, we find those supporters at the economic aspects of argumentation with high credibility, while in the argumentation of "the consortiums involved in public affairs," "the environmental carrying capacity deficit "," construction airport with 4C equipments, to improve the air traffic of Matsu " has low credibility, and to make the recommendations for research for above argumentation.
