The subject of this dissertation is the time-space process of Taiwan's science
park from Hsinchu to Tainan, inquires the institutional mechanism of the
development of newly industry in Hsinchu Science-based Industrial Park from
the perspective of "social embeddedness", while analyses the meaning of the
spatial development process of the science park as the local social-political
process from the perspective of "locality".
The author highlights the viewpoint of "the learning local-social dynamic
embeddedness" to respond the first issue. The main dynamic of Hsinchu
Science-based Industrial Park was not the strategy of the new international
division of labor from the multi-national companies. Before the formation of
domestic comparative advantage, the state exerted it's embedded autonomy and
initiated the inter-national technology corporation while socialized the risk.
The mobilized on the newly industry by the industry-oriented national
innovation system enabled the Hsinchu Science-based Industrial Park yielded
the external agglomerating dynamics, formed the productive innovation
mechanism and embedded flow which based on the corporate cultural during
the process of the dynamic embeddedness while vitalize the innovative milieu
continuously. Besides, the local external institutions also exert the functions
of corporate-server, further strengthen the comparative advantage of the
regional industry system.
The author then stresses the viewpoint of "the ending of the
developmental state
and the historical emerge of developmental local state" to respond the second
issue. In order to breakthrough the difficult of 3rdperiod land collection of
HSIP and as the announcement of regional even development, the state proclaimed
the second science park. Followed the local social-political
networks, the local
state organized the local growth coalition which had significant influence on
the central government, made the state unable to command the location decision
and resulted in the fierce local competition. Moreover, the embedded autonomy
of the state to lead the new wave of newly industry development was much
worse than before. As to the science-city utopia which was used as the
ideological announcement was took over by the local state which with the
legitimacy of local development. Retorted the discourse of science-city as to
strive against the administrative intervention from the central government, the
planning of the Tainan Science-City becomes the historical project of the local
state to structuralize the new growth coalition.
As a particular formation of economic development and regime sustenance, the
contradiction from the the newly industrial capital and the historical debts of
uneven development made the developmental state dug it's own
grave. The time-space
conjuncture of glocalization is the time of the historical
ending of developmental
state and the emerge of developmental local state, also the meanwhile of the
historical conjuncture of the rebuild of locality. How to
connect the progressive
local coalition, withdraw the local-centered narrow developmental ideas and
encourage the regional corporate system and learning local-social embeddedness
will be the new historical issues for regional development.
