The appearance of the term government eastate in the chinese history could trace back to the Wu Dai - Shi Guo. Up to the Ming and Qing Dynasties, the numbers of the Government estates incressed day by day and the fact indicated the increasing maturity of the institutes in the time.Form the Wu Dai - Shi Guo to the Qing Dynasty, the function of setting up the government eastate included offering subsidies ,goods and materials to officers,or land-tax was levied in order to maintain the public and frontier securities .The Government estates appeared in Taiwan at the beginning of the time when the Island was governed by the Qing Dynasty .The Government estates of Taiwan originated from the inheritance from the Chengs,the possession or investment of the officials, and the confiscation .From Kang-Xi rein to the time of Guang Xu,the variation of the total numbers of Government estates were limited .Most Government estates were located in the early-developed area of middle and southern Taiwan ,and there was approximately half number of Government estates in Chia-yi area. Taiwan Government estates did not inherit by the officers family.Although the income was privately owned by the officers,the properties of the Government estates belonged to the local government .Before the Chu I-Kuei Rebellion ,the incomes of Government estates in Taiwan were listed in the private rental .After the Rebellion ,taxes were the main income of Government estates and the expenditure of the money should be officially supervised .Payment to military and civil officials were the main expenditure.Although there were agreements between farmers and the Government estates ,the farmers were not governed by the official beyond the agreements.Although some people felt that the officials took lots of money from the Government estates, the Government estates did support the financial need of the local officials.As a result , the institutes still existed until the end of the Qing Dynasty.
