臺灣博碩士論文加值系統

近年來無論是台灣或是世界各國食品安全事件不斷頻傳，建置食品追溯系統是目前各國力推的法案及規定且研究指出食品履歷系統的認證通過作為品質保證的形式，可減少消費者對食品安全的焦慮，並由政府主導和食品製造業者引進來恢復消費者信心。
台灣政府於2015年訂定「應建立食品追溯追蹤系統之食品業者」，該條文規範食品業者類別共計19類別及規範各類別業者系統應開始實施日期。研究對象為食品藥物管理署公告「應建立食品追溯追蹤系統之食品業者」第三類別 (乳品加工食品之製造、加工、調配及輸入業者)。
過往對於食品追溯系統的研究皆是針對消費者對於食品業者使用食品追溯系統是否有影響品牌形象、知覺價值、信任度及採購意願進行探討，並無如何建置食品追溯系統之相關研究。
本研究主要採專案管理手法探討系統導入流程及步驟，研究最後指出建置過程中重點步驟依序為建立多功能專案小組、作業流程差異性盤點並訂出專案計畫及選定適合公司內部的資訊工具。無論是在線系統的升級或是導入新作業系統皆是件繁瑣的專案，此研究結果可提供未來欲導入食品追溯系統之企業做為參考，能更有效及系統化的建置。

In recent years, food-safety events happen all over the world. For many country, Food Traceability System is an essential request for food businesses, study shows that the establishment and certification of Food Traceability System is able to reduce customer’s mistrust about food safety. By the cooperation of government and food businesses, the trust form consumers can be rebuilt.

Taiwan’s Food and Drug Administration (FDA) stipulated a rule in 2015, the article stipulates 19 categories of food businesses as “Food Businesses Shall Establish Traceability System of Food Products”, and the article also specified time limit for each category to complete the Food Traceability System. This research is focus on the third category of the announcement from FDA (Dairy products)

Previous studies about Food Traceability System were focus on the image of the company、perception's vaule、customer’s trust and willingness to buy. There is no study about the procedure about establishing a Food Traceability System.

This study used the method for project management, to explore the emphasis on the establishing procedure. Result shows that the sequences of the procedure are: Set up a multifunctional team、investigate the difference about process、draw up a project plan and chose suitable information tools.

It’s a complicated project no matter for on-line system upgrade or new system establishment, this study is able to provide a reference for the companies which are going to establish Food Traceability System, for a effective and overall way.
