引用文獻分析在科學界是一個相當受歡迎的書目計量方法，學術界常依引用文獻分析之影響係數與被引用次數來評估期刊的重要性和學者的成就及影響力。然影響係數、被引用次數等量化數據能否做為衡量學術品質的標準，經常受到質疑。本研究即欲透過實證研究方式，探討影響係數、被引用次數與期刊重要性和作者影響力之關係。
本研究以數學學科為研究範圍，採問卷調查法蒐集國立大學數學相關系所教師暨中央研究院數學研究所研究人員之主要研究領域中重要或具影響力之期刊和作者資料，與SCI JCR報導之期刊影響係數及檢索SCI Expanded資料庫所得之作者文章被引用次數進行相關分析比較，以探討數學學科中，高影響係數之期刊與高被引用次數之作者是否即為研究對象心目中重要或具影響力的期刊和作者。總計發出問卷378份，回收有效問卷137份，淨回收率36.24％。
根據SCI JCR之學科分類，與數學相關的研究領域共有五種，本研究經問卷回收處理後將五種領域歸併為三種進行探討，分別為Mathematics、Mathematics, Applied及Statistics & Probability三領域。研究結果顯示，在期刊影響係數排名與被研究對象勾選次數之相關分析中，三領域均呈高度相關；同樣在作者被研究對象填答次數與作者被引用次數相關分析中，三領域亦均呈正相關，僅程度上有差異。故一般而言，在數學學科中，影響係數高低可反應期刊的重要性，而被引用次數高低則亦大致反應作者的學術影響力。
期刊影響係數存在許多干擾因素，例如期刊出版頻率、篇數多寡、刊齡等，均會干擾影響係數的大小，而被引用次數的高低亦受到引用者引用動機、引用習慣、自我引用等問題影響，故本研究中有部分研究對象認為重要的期刊並不為SCI所收錄，而被本研究對象認為具影響力的作者多未在各領域影響係數1以上期刊1998年所有文章第一作者被引用次數排名前50名內之現象產生。因此，期刊影響係數雖可反應期刊在研究者心中的重要性，然實不能作為評鑑期刊重要性的單一指標；而短期被引用次數的高低，亦不應作為評估作者學術影響力的主要依據。學術界在應用影響係數及被引用次數進行學術評估時，應考量其影響因素與使用限制，不應以單一量化指標做為衡量學術品質的唯一標準。
