近年來國防部順應環境變遷,實施一連串的組織改革,從精實案到精進案再至再精進案,其目的乃係透過此一變革,進而達到量少、質精之目標。在推行過程中如何汰壟留優,達到人員素質之提升,所透過之方式即是考核。九十五年起在陸軍在司令的大力推動下,實施本職學能之鑑測,其考量乃在於司令認為目前部隊之問題,其核心係因幹部的「本職學能」不夠專精,忽略身為專業軍人領導部隊應具備的看家本領,郤捨本逐末去從事營外的「終身學習」,因此希望回歸本務面,從幹部最基本之工作職能進行考核,透過公開、公正、公平之鑑測方式,了解幹部之本質學能程度,並以此作為其進修、升遷、考核之依據。
本調查研究旨在了解軍中志願役軍士官兵,在二次實施本職學能鑑測期間,鑑測時工作實務干擾程度是否會對鑑測成績有所影響、進而產生的對個人未來留營意願及升遷期待的反應程度狀況做整體研究,主要目的乃在探討於工兵部隊對進行鑑測的軍士官兵在本職學能的認知及努力程度將軍事基礎教育的志願役(士兵及上校)在接受本職學能鑑測後影響鑑測成績相關因素為何,藉問卷的題目及深度訪談分析找出陸軍工兵官科志願役官士兵本職學能鑑測的重點,以作為未來各級幹部給長官做為升遷、考核管理上的參考依據,以達成「嚴淘汰、嚴考核」為指標。研究的對象乃是針對工兵官科志願役士兵到上校階層,再由任職單位、職務、駐地區分以個人報進系統或教學輔導列車等進行問卷調查及深度訪談。
國軍目前對於本職學能鑑測的研究參考文獻幾乎是無相關性之研究,並且尚未發展出適合針對本職學能鑑測情境的量表,故本研究欲藉著透過問卷調查方式、深度訪談方式,加上蒐集到的文獻理論依據,找出影響鑑測成績的因素,並根據這些因素編製本職學能鑑量表,希望藉由發展出來的量表協助了解工兵官科志願役官士兵在鑑測期間影響鑑測成績之因素,透過了解鑑測成績的高低程度,藉以提昇志願役軍士官兵工作績效,及期能在爾後軍事教育、訓練發展上能提供參酌。
In the recent years, in order to adapt to the current society and environment, the department of defense implemented a series of organization reformation, The purpose is to be able to achieve the goal of less quantity but higher quality through these reformations. During the reformation, the way they weed out the weak links in order to improve the quality is through performance report. Currently (Year 2006 and 2007), under the supervision of the army commander, he issued an order to examine the basic occupational skill of the professional soldiers. He reasoned that the main problem of current military had started, because the leaders are lacking their basic occupational skill, they lack the basic leadership ability of a professional soldier, yet they decide to overlook their basic responsibility and pursue further education outside the military. Due to this concern, the commander wants to re-examine the basic occupational skills of these leaders, and understand the level of their basic occupation skill, and use these as a base of their promotion, performance report, and their pursuit of further education.

The purpose of this research report is to understand those in the military (including professional officers, NCOs, and soldiers) during their basic occupational skill examination. This research is to investigate whether daily work in the military will affect the performance during the examination, and how this will affect individual''s response towards promotion and staying in the military. The main purpose is to explore and discuss the engineer army''s understanding and the amount of effort they put in towards the basic occupational skill examination. Through survey and interviews, this research finds out the important aspects of professional officers, NCOs, and soldiers'' basic occupational examination and what would affect their performance during the examination. In order for their superiors to use these information as the main reference for their future promotion and performance report. All these done are to be able to weed out the bad ones and evaluate their performance on a high standard. The main targets of this research are those professional Army Engineers, ranging from soldiers to colonel, and further categorize them by their employing units, ranks, and districts. Then through individual report system and counseling to survey and interview these people.

Currently, the military has no actual research references that are directly related to the basic occupational skill examination, and has yet to develop any base or grading scale that are suitable for the examination. Thus this research relied on survey and detailed interview, in addition to some references, in order to find out the factors that will affect professional soldier’s performance during the examination. With the above information, the military tried to use them as a base to develop the initial grading scale for the basic occupational skill examination, hoping the scale will aid the military in understanding why these factors will affect each of their performance during the examination. Through understanding the difference in performance in the examination, the military hope to increase professional soldiers’ performance at work, and also to use this information as a reference in future military education and training.
