如果事先能夠知道未來，對於決策必會有明顯的幫助，也是決定勝負、興衰、成敗的重要關鍵。人類渴望預知未來、了解未來，最終探索未來，從古到今人類發展出釵h不同目的與範圍的預測方法，譬如各種量化統計軟體，可以提供分析預測，但是以統計學而言，全世界的學界都在學習研究，縱然理論與實務已經有了長足的進步，但運用上仍有釵h困難，譬如：一、沒有適當的資料可供分析判斷時；二、統計分析資料，其結論若是兩極化時；三、統計分析結果與現實認知有時不相容；四、多因子變異之統計分析困難時；五、釵h問題無法量化統計分析時。然而我們仍需面臨下達決策時，將如何制定決策？所憑藉者為何？
而本文正試圖以《周易》所揭櫫之宇宙天人觀、人生哲理、管理意涵、預測提示與決策啟示，建立預測模式，以供決策參考運用。《周易序卦傳》是易學中極少被研究與運用的領域，本文試由對《周易》的瞭解，進而探索《周易序卦傳》的內涵，包括六十四卦各種排序方法，並與相關應用理論：混沌理論、模糊理論、相對理論、因果理論、週期理論、演化理論、基因學等相結合。在易卦之卦序與卦變之中，尋求恆定模式。經由此一模式，掌握易經預測之鑰，推演未來趨勢與走向，卸卜筮之神祕、脫占卦之繁瑣、除占驗之難定、解占斷之疑惑、破迷信之誤謬。本文之研究，不必卜筮，從事理之分析找到事務開端，進而得悉「依序衍生」過程，能夠預知未來，就容易依此求得問題解決的指引。
台灣現正處於世界新秩序解扭之際，政治、經濟、社會面臨劇烈變動，台灣人對未來充滿不確定感。文中以一章節運用「周易卦序」預測模式，結合未來相關探索，驗證台灣歷史與預測未來（政治、經濟、社會），其旨在鑑往知來。此預測模式得以驗證過去，引以洞察未來、建構未來時，自可推而衍之，本文所建立的預測方法除了對於為政思維之啟發，其他對企業之擘劃、家庭之經營、個人之趨避，也自可引而申之，亦當如《周易序卦傳》「易窮則變。變則通。通則久。是以自天佑之。吉无不利。」可以無大過矣！本文以台灣歷史驗證，結果仍在於「屯」、「蒙」、「未濟」狀況（未臻圓滿）。本文所新創之「易經預測模式」，尚屬萌芽研究階段，其中，不論理論與實務驗證，仍然多有未盡之處，期待相關學者、專家繼續投入，或調整模式基礎，或以不同角度驗證，期使周易預測立論更加穩固，決策更能準確，俾對人類未來發展之助益、更為順暢光明。

Assuming that the future can be known, it must be of great assistance in making decisions as well as the key to triumph or defeat, prosperity or decline, and success or failure. Human beings desire to foresee the future, comprehend the future, and, in the long run, explore the future. From the ancient times, human beings have developed a variety of prediction methods of different goals and scope. For instance, all kinds of quantitative statistical software are capable of providing analysis and prediction; however, for statistics, the academia around the world is still at the stage of learning. Despite much progress in theory and in practice, there are still some difficulties for application. For example,First, when no appropriate information is provided for analysis;Second, when the result of the statistical analysis often shows olarization;Third, when the result of the statistical analysis is sometimes incompatible with real perception;Fourth, when the factorial ANOVA is hard to perform; Fifth, when a great many problems fail to be accomplished by quantitative statistical analysis,However, how do we make the right decisions and what do we rely on?
This study attempts to construct the prediction model for making decisions through the viewpoints of the macrocosm, the philosophy of life, the essence of management, the hint of prediction and the inspiration of making decisions in I-Ching. “A Treatise on the Sequence of the Hexagrams” is a field which is rarely examined and put into practice in I-Ching. Through the comprehension of I-Ching, this study aims to probe the content of “A Treatise on the Sequence of the Hexagrams”, which includes the variety of permutations of sixty-four hexagrams and to combine with the related theories such as Chaos Theory, Fuzzy Theory, Theory of Relativity, Causal Theory, Cycle Theory, Evolution Theory and Genesis. The study attempts to seek a constant model between the sequence and variety of the hexagrams. By means of this model, people can hold the key of I-Ching prediction, deduce the trend of the future, unravel the mystery of divination, disentangle the complication of divination, obviate the difficulty of divination, solve the perplexity of divination and break the fallacy of superstition. This study aims to discover the origins of events by means of utilizing analysis of events instead of divination, and further to acquire the process of “the derivation by sequence.” Having the ability to predict the future would be easier to find the solutions to the problems.
Taiwan is now at the moment of the new order in the world, and encounters great variations in politics, economy and society. People in Taiwan are full of uncertainty for the future. One of the chapters in this study combines with the related exploration of the future by means of the prediction model in the sequence of the hexagrams in I-Ching to verify the history of Taiwan and predict the future－in politics, economy and society. The purpose of it is to realize the past and explore the future. This prediction model is able to verify the past. Based on the model, the method can be extended when the future is explored and constructed. Apart from the inspiration for the statesmen, the prediction model in this study is able to be applied to the planning in an industry, the assistance of raising a family and the development for an individual. As “A Treatise on the Sequence of the Hexagrams in I-Ching” says, “An event will start to change after its end, then the new development will start to form after the change; at last, it will last long after the new development. Therefore, a special providence will preserve it from the disadvantages so that there will not be big defects.” Based on the verification from the history of Taiwan, this study concludes that the result remains at the stage of “the Hexagram of Tun”, “the Hexagram of Meng” and “the Hexagram of Wei-ji”; namely, it is incomplete. Hence, the work on the new method in this study, “the Prediction Model in I-Ching”, is still in its infancy. There are still limitations in the verification of this study both in theory and in practice. Scholars and experts related to this field are expected to further explore more studies, to adjust the foundation of the model, or to verify from different aspects so that the foundation of prediction in I-Ching will be much more stable and the decision making will be even more precise with a view to helping the development for human future.
