一直以來，台灣過低的貧窮率受到相當的批評，許多人認為此乃因我國的官訂貧窮門檻過於嚴苛所致，故建議政府應調高最低生活費用標準，以達政府照顧貧窮者的效果。然而，官訂貧窮門檻僅為台灣社會救助策中區分窮人與非窮人的第一要件，尚有其他資格要件影響著人民是否能符合社會救助，故欲瞭解台灣的過低貧窮率的肇因，則需釐清貧窮門檻與貧窮率的關係。
本研究先透過與貧窮門檻相關的文獻來檢視台灣官訂貧窮門檻的缺失，而後則依據行政院主計處蒐集的「家庭收支調查1995-1997年」的「訪問調查戶」資料來設定較適當的貧窮門檻並分析不同的貧窮門檻對於貧窮率與貧窮人口組成的影響。研究結果有三點發現：
首先，台灣的官訂貧窮門檻並無法以嚴苛與否來評判，因為若以學者普遍接受的所得中位數的50％來看，雖然單身家庭的官訂貧窮門檻僅佔所得中位數的32％，確實較為嚴苛，但是因官訂貧窮門檻忽略了大戶量家庭的規模經濟效果，隨著戶量的增加，官訂貧窮門檻逐漸接近所得中位數的50％，甚至超過此標準。因此，台灣官訂貧窮門檻「過於嚴苛」的說法並不周延，台灣貧窮門檻的缺失展現在四個方面：小戶量家庭的貧窮門檻水準過於嚴苛、均等比的選用不當、忽略台灣省各縣市的需求差異、決策者的主觀認知影響貧窮門檻水準。
再者，當我們依據家庭收支調查資料建構出考量均等比與縣市需求差異的較適當貧窮門檻後，本研究發現「台灣貧窮門檻的缺失」確實低估了台灣的低收入戶貧窮率，不過低估的幅度有限，就貧戶率來看僅約0.33％-0.93％，而貧民率更少，僅約0.04％-0.55％，影響較大的反而是「非貧窮門檻之其他因素」，其低估的貧戶率約1.85％，而貧民率約2.33％，可見「台灣貧窮門檻的缺失」並非台灣低收入戶貧窮率過低的主因。
最後，雖然「台灣貧窮門檻的缺失」對全部人口的貧窮率效果有限，然對某些類型的家戶卻有顯著影響，如小戶量家戶與老人家戶。當我們採用適當的貧窮門檻後，這些類型家戶的貧窮率明顯提升，甚至高到足以改變貧窮人口組成。分析後發現均等比為促成此結果的關鍵，因此台灣實需重新建構一考量均等比的貧窮門檻，以確實納入真正需要政府幫助的貧窮人口。
