臺灣博碩士論文加值系統

近年來風險管理觀念廣受重視，世界各國已陸續發行風險管理相關系統與標準。國防部於2008年承行政院指導，推廣風險管理機制，並引用空軍「作業風險管理(Operational Risk Management, ORM)」機制，推展至全國軍同步施行。然制度推廣都潛存其窒礙因素，若能先期發掘及因應，對於風險管理能量之建立，亦有相對的助益。
本研究導入「作業風險管理（ORM）」作業模式，以之探討「推展『作業風險管理』機制」所面臨之風險。使用「問卷調查」、「專家訪談」、「評估作業」等研究方法，以陸軍某部隊導入作業風險管理機制方式與執行後之現況作為研究的對象。
經研究發現，機制推廣作業之主要風險為人員觀念偏差、主官未充分支持而無法有效執行，及未能形成單位文化而無法長久實施，以致形成推廣時之窒礙。本研究結果建議採「建立持恆教育、主官支持與參與、建立風險管理文化」等策略，優先針對各階人員教育著手、結合單位現有資源、適時向上管理，則機制推廣可較為順利進行。

In recent years, many people think highly of risk management. Many countries have issued their own risk management systems and standards. The Ministry of Defense in 2008 followed the Executive Yuan to promote the Risk Management System. The Operational Risk Management model, which had been implemented in Air Force, is adopted and employed across the rest of military units.
This work is aimed to study risks arising in implementing the Operational Risk Management System by using the Operational Risk Management (ORM) model, as well as questionnaire survey, and interviewing experts. The study subject is an Army Corps.
The study found that the main risks come from personnel misconceptions, insufficient support from the top ranking officers, and inconsistent working culture. At the end, this study suggests the following recommendations, including education and training, support and participation by the top ranking officers, and establishing a risk-management culture.
