With the trend of economic globalization, it is generating upcoming opportunity and challenge. When firms take the global strategy, they would have more chances to gain optimal economies of scale, and then share a variety of expense and cost. With China reforming, the industrial cooperation is closer than before between Taiwan and China (cross-strait). Although these firms invested in China, most of them make their headquarters stay in Taiwan. However, the global market is increasingly competitive, many traditional manufacturers tried to breakthrough predicament through transforming and upgrading their business. The manager of firms must have a new strategic thinking and business strategy in confronting this new circumstance.
This study is focused on enterprise transforming strategies of Consultant Service Company in construction industry. The start-up stage of Consultant Service Company tries to transform into a real state of developing company with high entry barriers when the company is limited resources and capacity. It took single case for the research sample, and in-deep interview with top manager team, in order to discuss the relative issues.

Although case company has the similar profitability in risk hedging and risk transfer strategy, it must move on second model due to the final transformation. Therefore, top manager identifies the market opportunity and decision-making rely on the past experience and accumulating knowledge.
