Global logistic planning has become a mega trend in information industry. Many well-known companies in PC market had set up their International Purchasing Office (IPO) at Taiwan, to leverage their purchasing cost, manufacturing activities, and controlling delivery schedule. Thus, this trend provides a great business opportunity for the local information product producer. The purchasing operation was defined as the responsibility of marketing department for the most company. The management thinks purchasing activity only contributing as a reactive role. It will be fine to procure the necessary materials at the lowest price before the production begins. However, the outstanding performance during the oil crisis of the Just- in-time (JIT) purchasing system developed by Toyota company has attracted the attentions of companies all over the world. In this study, we will explore the characteristics of JIT purchasing. Then, we will perform an empirical study about the activities of IPO at Taiwan. The conclusions should provide important information for the suppliers of IPO to form their manufacturing strategies.
