　　工作福利制(workfare)為一種取代傳統社會福利制度的模式，受助者除了低收入的條件之外，若具有工作能力者，尚須參與工作才能領取補助，以期增加勞動市場的人力資本，並減少國家的福利支出負擔。新右派的工作福利制，隱含著「相互義務(mutual obligation)」的概念，為公民資格的基礎。針對具有工作能力者卻不願意投入職場；或是缺乏一技之長，需國家職前培訓及提供工作機會的人。但是，卻忽略單親家庭的特殊處境，特別是女性在工作上較男性受到更多阻礙。婦女在原先福利制即為需補助的弱勢角色，在工作福利制度中迫使女性進入職場，即使提供單親媽媽工作機會，但為兼顧家庭與工作而被迫選擇低薪、不穩定的工作；縱使，女性在經濟自主也未能提升其政治地位。基於此，工作福利有必要重視女性在社會上的弱勢結構。

　　筆者欲從社會女性主義的觀點針對自20世紀初以來美國工作福利政策之主要信念、核心內容及實踐後果，以小目標的研究間接推論至他國類似的政策對女性的影響。本篇文章在探討工作福利政策的概念與設計之後，概述美國自1935年開始的福利政策之理念、主要內容，由女性主義三個流派的不同觀點，評析主要政策中之陽性特質及其意涵。批判新右派所提的工作福利制度，為父權體制下的產物，未能以女性角度維護女性權益。對該制度是否能幫助女性脫離貧窮、改善依賴國家福利感到質疑。
