中最廣為人知的犯罪首腦.在短短的數年中,他從一個原本默默無聞的街頭
流氓,一躍成為二十年代美國最大犯罪組織的領袖.卡彭是個處事果斷,賞
罰分明,重視團隊合作且善於組織的領袖.他運用集中控制,合併,壟斷與穩
定物價的方式來剷除競爭對手以及管理娼館,睹場與酒店.在全盛時期,他
所領導的黑手黨擁有上千名成員,年收入高達一億五百萬美元.卡彭不僅可
令其所從事的犯罪活動免於政客與警察的干擾,甚至能同時使這些政客與
警察成為他們的犯罪夥伴.因此,舉凡警察局長,檢察官,市長,市議員,州長
甚至國會議員,皆個個成為卡彭的座上客.然而,能夠成為一名在美國近代
史上如此不可一世的梟雄,絕非偶然之事.究竟當時的時空間與空間提供了
什麼樣的背景與條件,使得來自紐約的卡彭得以迅速地在芝加哥建立起一
座犯罪王國?是禁酒令的頒佈抑或是第一次世界大戰結束後,經濟復甦所帶
來的社會變遷導致價值觀,道德的混亂以及犯罪的多發?另外,工業重鎮芝
加哥為何會成為一座充滿犯罪,貪污與暴力的墮落之城,而它又是如何造就
了卡彭?再者,卡彭的成長環境是否對其日後的行為產生影響?他的人格具
備何種特質,而其又是如何領導統御一個成員超過千人的犯罪組織?本論文
的研究目的即欲以社會學的角度來探究是何種背景因素,促使卡彭得以在
二十年代迅速崛起.有關本論文之研究範圍可分為三部分:一,卡彭成長背
景分析.二,二十年代背景分析.時間範圍界定於哈定(Waren G. Harding)
總統的上任至1929年經濟大恐慌的前夕.三,芝加哥社會背景分析.基於資
料取得的因素,研究範圍定於1880年至1929年.

gangster".There weremen who did far more than Al Capone to
foster organized crime in America, but he remains Public Enemy
Number One.Capone was a heartless, mindless gang leader. The
gun, young Capone believed, solved all. Yet by the time he was
26 Capone was transformed from a mindlesskiller into a shrewd
criminal executive, bossing an enormous payroll and charged
with keeping criminal rewards flowing. At the zenith of its
power theCapone organization numbered upwards of 1000 members,
most of them experienced ginmen. Yet this represented only a
portion of Capone's strength. " I owned the police," apone
announced, and that was gospel. In other words, Capone had in
his pockt aldermen, state's attorney, mayors, legislators,
governors and even congressmen. At the tender age he had become
the most powerful crime bossof the time and he could-and did-
boast he "owned" Chicago.The main purpose of the thesis is to
analyze and explore what reasons make Capone rise in 1920s.
