臺灣博碩士論文加值系統

近年來由於地球氣候異常變化，影響了人類與其他物種的生存環境；探究其原因不外乎歸咎於大氣溫度不斷上升。西元1992年全球氣候治理正式登上聯合國會議的議題，從聯合國氣候變化綱要公約(UNFCC)的制定、到京都議定書(Kyoto Protocol)進展到巴黎協定(Paris Agreement)，經由法規與制度的逐步完善，並建立碳排放交易的機制；特別是歐盟體系的各個國家，成功實現京都議定書中碳排放交易的國際化、區域化，同時大幅減少碳排放量，成效卓越。
本論文內容分為三大部分；第一部分主要探討的是氣候變化國際法律制度的演進說明，氣候變化問題乃是全人類的生存與發展，這問題上沒有任何國家能夠置身事外或獨善其身，也不可能單一國家能夠解決處理，國際上各國家需全球性地合作，調整國家經濟發展策略並進行長時間、大規模投入人力、物力與資金才能達成。
第二部分介紹國際碳交易制度的形成與歐美碳排放交易制度，經過各締約國這三十多年的推廣與努力，根據國際碳行動夥伴組織(International Carbon Action Partnership ,ICAP)的報告，「2021年全球碳排放交易市場報告」，全球已建成的碳交易系統有24個，另有22個國家與地區正在考慮或積極開發碳交易系統。
第三部分主要描述國際上各交易體系制度達成的效益，以及中國碳排放權交易的現狀與市場運行的具體情況。由於中國大陸於西元2011年10月宣布針對特定省市進行碳排放交易試點計畫，2013年6月開始交易，並已於2021年7月啟動全國碳交易市場。由於中國大陸是全球最大的碳排放國，並公開宣示中國在西元2030年要達到碳達峰、西元2060年完成碳中和的目標；其碳交易機制的啟動使全球納入交易的碳排放比率增加了一倍。因此如何借鑒歐美先進的制度，以及實施過程中所發現的問題以及改革情況，本論文將對中國大陸現有的碳排放權交易制度提出建議，期以對各界認知相關碳排放及交易制度有所貢獻。

In recent years, due to the abnormal changes in the earth’s climate, the living environment of humans and other species has been affected; exploring the reasons is nothing more than the continuous increase in atmospheric temperature. In 1992, global climate governance was formally on the agenda of the United Nations conference. From the formulation of the United Nations Climate Change Program (UNFCC), to the Kyoto Protocol (Kyoto Protocol) to the Paris Agreement (Paris Agreement), through the gradual improvement of laws and regulations, the establishment of The mechanism of carbon emissions trading; in particular, the countries of the European Union system have successfully realized the internationalization and regionalization of carbon emissions trading in the Kyoto Protocol, while significantly reducing carbon emissions with outstanding results.
The content of this thesis is divided into three parts; the first part mainly discusses the evolution of the international legal system on climate change. It shows that the problem of climate change is the survival and development of all mankind. No country can stay aloof or take care of itself on this issue, and it is impossible for any single country can solve the problem, and it needs all countries in the world cooperate globally to adjust national economic development strategies and make long-term and large-scale investment in manpower, material resources and funds.
The second part introduces the formation of the international carbon trading system and the European and American carbon emission trading systems. After more than 30 years of promotion and hard work by the contracting states, according to the report of the International Carbon Action Partnership (ICAP), until January 2022, there are already 24 carbon trading systems have been established in the world, and another 22 countries and regions are considering or actively developing them.
The third part mainly describes the benefits achieved by various international trading systems, as well as the current status of China's carbon emissions trading and the specific conditions of market operations. Since mainland China announced in October 2011 a pilot program for carbon emissions trading for specific provinces and cities, trading began in June 2013, and the national carbon trading market has been launched in July 2021. As mainland China is the world's largest carbon emitter, and publicly declared that China will reach the carbon peak in 2030 and complete the goal of carbon neutrality in 2060. This paper also focus on how to learn from the advanced European and American systems and make suggestions on the existing carbon emission trading system in Mainland China, hoping to contribute to the understanding of relevant carbon emissions and trading systems in all walks of life.
