本文是一篇探討有關如何以政治正當性（political legitimacy）概念與國家政治能力（national political capacity）概念來解釋政治安定（political stability）現象，並且提出一個有效分析模型的研究。其中，針對政治正當性、國家政治能力與政治安定這三個變數的概念界定、相關理論的歸納及評析與三者間可能存在之影響關係的陳述，是本文首先要予以討論的部份。之後，根據這些相關變數間的理論分析結果，我們分別提出了三個能夠解釋政治系統之秩序（order）、效能（effectiveness）與安定（stability）的分析模型，並且進一步在實際案例與理論說明間可以相互佐證，以及各種研究途徑之間的矛盾能夠獲得調節與融合的情形之下，提出最後的整合分析模型。
經由本文的研究，我們彌補了過去相關的文獻在套用系統理論時，對政治支持（political support）本身的形成、如何與政治系統間產生實際的關聯及可能造成何種影響所多半欠缺的過程上的解釋，並且確立了正當性要件與制度性要件的滿足對政治系統的秩序、效能與安定所可能產生的正面影響。最後，再以這些可資信賴的知識概念作為基礎，而在提出有關分析及比較各國政治安定現象的研究架構之餘，進一步的指出問題解決的基本方向。
為了要逐一完成上述這些繁複的研究工作，我們採取了一個簡單的概念連結方式，使得政治系統的安定能夠經由以下三個層面來加以理解：它們分別是規範與價值（norms and values）層面（也可以稱為政治文化層面）、結構（structure）層面（即社會─政治結構層面）與行為（behavior）層面（包括領導者的統治行為與被統治者的政治參與活動）。這其中，由於制度化（institutionalization）的因素，使得規範與價值層面的事物可以在實際的結構中體現，而正當性因素則可以為個人的行動提供觀念上與道德上的基礎，這些因素最後會由個人順從（compliance）的行為，而成為反映政治秩序安定（the stability of political order）的明顯指標。藉由這個分析架構的幫助，本文將順著以下的次序來進行相關研究主題的討論：
首先，第一章緒論部份，主要是在說明研究動機、介紹相關文獻背景與確立基礎分析方法及研究架構。緊接著第二章，則是對連結規範與價值層面及行為層面的正當性理論作系統性的陳述，而其主要的目的是在提出一個初步的模型。從該模型中，我們發現了結構性因素（程序性要件）的重要性，與學者（主要是來自David Beetham及Muthiah Alagappa的論點）在建立一個整合規範與價值、行為及結構層面分析上的企圖。之後，在第三章有關國家政治能力的討論中，我們採用了Robert W. Jackman與部份來自Kalevi J. Holsti的觀點。基本上，這個途徑是延續過去發展理論的豐厚基礎，而與Muthiah Alagappa在呼應近年來流行的國家─社會關係之研究途徑時，所強調的統治者與被統治者間互動關係的說法，有些許的不同。不過在結構性因素的討論上，Jackman的分析剛好有助於第二章正當性理論在制度層面觀點上的理論強化。最後，我們將這樣的陳述化為另外一個分析模型。並且在第四章的整合嘗試中，試著將前面兩章的理論探討與分析模型做一重整，而提出最終的整合模型，以作為結束本文研究時的初步成果。最後，在第五章的結論中，我們免不了要對前面幾個章節的觀點做一個簡單的回顧，並且對已經完成的模型做一評析，同時說明其在未來實際運用上的可行性。
