Small-scale multi-function is a kind of multi-function and continuity that has the service types of home care, day care, and night accommodation at the same time. It provides supportive care services for the physically and mentally disabled with insufficient self-care ability in daily life. The “Plan” service items require long-term care institutions that have obtained a long-term care service institution establishment license to provide services. People with dementia or physical and mental disabilities have the right to flexible use while receiving government approved subsidies. This study aims to explore the impact of government regulations on long-term care institutions, by using case study method to understand the historical evolution, development context, and impacts of long-term care institutions, and analyze the collected data in order to find the most appropriate business model. The results of this study show that from the perspective of care needs, the degree of disability in daily life of persons with dementia or physical and mental disability affects the choice of family members' care methods or adopts acceptable capacity among members to adjust the care mode; and the care information and intervention before intervention. The continuity of subsequent care is also an important decision-making consideration for family members. In terms of human resources, salary incentives and career planning influence the reasons for personnel input and retention. In order to enable the organization to be able to meet the above expectations of personnel, in addition to selection, training, performance rewards, job design, and maintenance of labor relations. In addition, this study find that there should be a relative management strategy output, in order to achieve sound development to achieve a balance of supply and demand. Based on the analysis and discussion of current laws and regulations, the use of manpower, and the experience of case team care, it is found that the organization should establish standards and regulations for small-scale and multi-functions, and carry out correct interpretation and service evaluation; service provision is not focused on facilities and equipment, but flexible use of services. Personnel selection and hiring should be fully informed of the service attributes and responsibilities and obligations and be recognized, and the residential community is the priority; personnel training focuses on talent cultivation, and cultivates personnel with mobility, adaptability and responsiveness in the service process.
