Wan-He Elementary School is a small school located in a rural area in Changhua County. With the changing times and declining birth rate of coming generations, the number of the students in this school is also declining. By taking the advantage of a nearby science park and with the aid of our government’s English learning budget, the school is eager to improve its students’ ability in English learning in hope to attract other students from different areas. Nevertheless, most of the students come from an underprivileged upbringing. Some of them are raised up by their grandparents while some are by a single parent. Even some are from low-income households or with a foreign mother who is unable to teach Chinese. As a result, these students cannot maintain a satisfactory academic performance, let along English learning. Therefore, there comes a great gap of academic achievement between urban and rural areas. Since the school is set to become an international experimental elementary school, all the staff members have their own computer. However, the ways they communicate with parents are by writing information on a communication book or talking on a phone. In order to offer the parents with a more efficient and systematic method, the purpose of this study is to build a system by using database and cloud computing technology. All information such as a student’s background and scores of school subjects including morning English, Chinese, Mathematics, Life Curriculum and so on will be imported into a database system. Therefore, with holding an Internet-enabled device, the parents can log in the Google drive to inquire their children’s academic performances.
